Do elections come at a cost to Kenya’s economic growth?
GDP growth tells a story: 0.5% (2002), 1.5% (2008), 3.8% (2013), 3.8% (2017), and 4.9% (2022).
How can we break this cycle and safeguard economic growth beyond election seasons?

We met stakeholders to discuss the County Governments Retirement Scheme Bill, 2026, and deliberate how best to protect the future of county government workers.
Among the key proposals that came up to strengthen the Bill, is the need to include existing pension schemes and ensure pension contributions are remitted on time so that workers can retire with peace of mind.
As the Finance and National Planning Committee, we are committed to listening to ensuring every county worker’s savings and retirement benefits are protected.

We continued engaging government agencies on how public funds are being used and the results being delivered.
We commended the National Government Constituencies Development Fund (NG-CDF) Board for embracing technology to improve transparency and efficiency. We called for these systems to be rolled out more widely to reduce operational costs and strengthen the monitoring of projects across constituencies.
Further, we discussed ways to cut unnecessary expenditure, including exploring the purchase of a shared building for constitutional commissions and independent offices. This followed the Commission on Revenue Allocation (CRA)’s disclosure that it spends over KSh 3.225 million every month on rent.
Our responsibility is to ensure government systems work better and Kenyans get value for every shilling.

We are currently engaging with the National Treasury and its Semi-Autonomous Government Agencies (SAGAs) to review Budget Implementation and Monitoring Reports for FY 2025/26, assessing how public resources have been used and the results achieved.
Among the agencies we have met are the Unclaimed Financial Assets Authority (UFAA) and the Kenya Revenue Authority (KRA).
With UFAA, I emphasized the need for policies to keep pace with technological change, such as Bonga Points, gift vouchers, electronic toll balances, and cryptocurrency. As financial services evolve, our systems must evolve too, ensuring Kenyans can reclaim what rightfully belongs to them.
Our engagement with KRA focused on revenue performance. The Authority collected KSh 2.844 trillion against a target of KSh 2.977 trillion, representing 95.6% of its target. While this was its highest collection to date, we emphasized the need to strengthen revenue mobilization while maintaining a fair tax system that supports and protects taxpayers.
As the Departmental Committee on Finance and National Planning, we remain committed to effective oversight and ensuring every shilling delivers value for Kenyans.

The true measure of a tax system is not simply how much it collects, but what the economy and its people gain from it.
Today, at the unveiling of the 2026 Total Tax Contribution Report for 2025 by the Kenya Bankers Association and PwC Kenya, I emphazised the need to balance revenue mobilization with the conditions that enable businesses to grow, households to thrive and jobs to be created.
The report shows that 33 participating banking institutions contributed KSh 205.58 billion in taxes in 2025, underscoring the sector’s significant contribution to public revenue.
As Parliament prepares to consider the Finance Bill, 2027, we must ask ourselves a fundamental question: How do we raise the revenue our country needs without undermining the economic activity that generates it?
The answer lies in a tax framework that is fair, predictable, efficient; and ensures that public resources are used responsibly to improve the lives of all.
