🎉SB 136 / HB 149 have officially passed the House and Senate and are headed to crossover with strong bipartisan support!
Right now, Virginia’s probation system can make meaningful second chances a reality with proven best practices that reduce crime, lighten heavy probation caseloads, lessen the burden on taxpayers, and increase reentry success.
SB 136 / HB 149 will ensure probation officers can recommend ending supervision early for people who’ve demonstrated real progress and rehabilitation and pose no risk to public safety.
This progress only happens when people come together. Huge shout-out to the Pretrial Justice Coalition & @DelegateCallsen for the UNANIMOUS, BIPARTISAN crim sub vote in favor of counsel at first appearance!
For those unaware, CAFA was at the top of @JusticeFwdVa’s priorities since our inception in 2017. It was also a focus of our 2018-20 Lobby Days w/@LegalAidJustice, @VACDLawyers & @NACDL .
It took this very hard-working group—a much bigger tent now, with even more phenomenal advocates—to get us to where we are, with some great momentum toward passage this session.
I would also add that CAFA, perhaps more than any other bill, has been a consistent eye-opening experience for how hard it is to break legal systems and electeds of deeply held carceral values. We learned of opponents we never knew we had, and have seen all the various tricks our adversaries use to impede progress.
Undeterred, the PJC marches ONWARD! Congrats!
