Texas has enacted HB 2038 (effective Sept 1, 2025), introducing a provisional licensure pathway for international physicians:
- Requirements: MD from an ECFMG-approved school, a valid foreign license, residency abroad, jurisprudence exam, English proficiency, federal work authorization, and a job offer from a supervised facility.
- 2-year provisional license, renewable with USMLE Steps 1 & 2 + ECFMG + maintained employment.
- Limited to ACGME/AOA-associated clinical settings initially.
- After practicing under supervision for 4 of the last 7 years, can apply for a full, unrestricted license.
- Also adds a “physician graduate” license for recent grads under structured supervision in rural areas.
