The issue is that his role was always the humorous side character who Steve could rely on. There was no arc set up for him to become Cap, no dialogue, no combo, he kinda just pivots with no warning which makes the his earlier appearances feel worse written with the new context

You’d think Sam would’ve recruited Rhodey to join his new Avengers team. Having a more armored Iron Man with a mini-gun on his shoulder would be a lot useful. Marvel really has no idea what to do with his character anymore, and it’s sad.
