日本の報道&コメント欄を見ると「竹の足場が燃えたから大規模火災になった」って思ってる人多いけど、今回の件、竹が主な原因でもないし、調べてみるとそんなに単純じゃないっぽい。
- 3億3,000万香港ドルの修繕工事
（他案より1億5,000万も高額）
- なのに使用されたのは防火基準違反の安価資材
- 住民の警告黙殺
- 利益操作の疑い
まず、命懸けで消火・救出にあたった消防士の方々、そして殉職された消防員のご冥福を心からお祈りします。
今回の事件の背景についてまとめ&調べてみました↓
🔹 発生概要
- 日時：2025年11月26日午後
- 場所：香港・大埔の宏福苑住宅群
- 被害：少なくとも44人死亡、270人以上行方不明
- 香港では17年ぶりの「5級」大火災
🔹 火災の主因（現時点の見方）
- 修繕工事中の外壁に「防火基準を満たさない資材」
- 可燃性の発泡ボードが各階で使われていた
- 建物全体を覆っていた竹の足場とネットが炎の伝播を加速
🔹 3億3,000万香港ドルの修繕プロジェクト
- 老朽化した外壁・防水工事のための改修
- 3つの提案のうち、最も高額なプランを採用（＋1億5,000万ドル高）
- 建設会社の責任者2人＋コンサルタント1人を「過失致死容疑」で逮捕
🔹 構造的な問題
- 建設専門家ジェイソン・プーン氏は2024年から防火基準違反を警告
- 防火素材は通常の6〜10倍高価なため、安価資材を使うと「約400万HKDの利益誘因」があったと指摘
- 住民が独自に燃焼試験を実施し、危険性を当局に報告したが無視されたとの証言あり
🔹 政治・社会的側面
- 地元区議のペギー・ウォン氏は当時、工事への批判を「デマ」として退け、修繕推進を支持
- 現時点で逮捕はされていないが、管理組合（OC）と政治的関与の調査が求められている
🔸今後の焦点
- 材料選定・入札過程の透明性
- 住民・専門家の警告を無視した行政の責任
- 「安全より利益」を優先した構造的問題の追及
