“#Scottsdale has earned its reputation as a national leader in water management because previous generations planned ahead. As we continue to grow and attract investment, we must ensure that projects with substantial water demands are evaluated through the lens of long-term sustainability. This is about being proactive today, so Scottsdale remains resilient tomorrow.” --- Lisa Borowsky | mayor of @scottsdaleazgov Scottsdale is taking a significant step toward strengthening long-term water stewardship as the Scottsdale City Council unanimously directed the city manager and city attorney to agendize a work study session on the potential creation of a large water user ordinance. The proposed ordinance initiative, championed by Mayor Borowsky, is being developed in Scottsdale as Valley cities continue examining ways to ensure major water-consuming projects align with regional conservation and sustainability goals. “Public safety is one of government’s most important responsibilities. Privacy and civil liberties are among its most important obligations. The challenge before #Scottsdale is not choosing one over the other. It is ensuring we protect both. That is why I brought forward a motion this week directing city staff to draft a formal ordinance governing Scottsdale’s use of Automated License Plate Reader, or ALPR, technology provided by #Flock. I’m grateful that my colleagues on the Scottsdale City Council unanimously supported that effort. For months, residents have asked important questions about the city’s use of this technology. Those questions deserve answers.” --- Lisa Borowsky | Mayor of @scottsdaleazgov Read the full commentary: scottsdalemayor.com/trust-bu…

Following months of calls for greater transparency, oversight and accountability regarding Scottsdale’s use of Flock’s Automated License Plate Reader (“ALPR”) technology, Mayor Lisa Borowsky secured unanimous support last Tuesday night from @Scottsdaleazgov to move forward with a formal ordinance establishing new measures and strengthening guardrails for the @scottsdalepd's use of the controversial system. #Scottsdale City Council directed city staff to draft an ordinance which will proactively govern Scottsdale’s use of ALPR technology provided by @Flock, including penalties for misuse, independent audits, enhanced training requirements, limits on system access, data retention reviews and additional transparency measures. The draft ordinance is expected to return to Scottsdale City Council by Tuesday, Dec. 1. “Public safety and our residents’ right to privacy should never be viewed as competing priorities,” Mayor Borowsky said following the Oct. 6 public hearing. “I will always prioritize and emphasize both. Last night’s unanimous vote sends a clear message that Scottsdale is committed to ensuring this technology is used responsibly, transparently and with meaningful, strict safeguards that protect the public’s trust.” Read all about it: scottsdalemayor.com/scottsda…

“This ordinance gives #Scottsdale another tool to protect neighborhoods and improve accountability when problems arise at short-term rental properties. Residents deserve confidence that complaints won’t go unanswered and that someone can be reached quickly when issues impact the quality of life in their neighborhood.” --- Lisa Borowsky | Mayor of Scottsdale Earlier this year, Scottsdale worked with communities across the state through the League of #Arizona Cities and Towns on a legislative proposal for the next legislative session that would prohibit multifamily housing properties, including condominiums, apartments, and mobile home communities, from being classified and operated as short-term rentals. During the League’s annual conference earlier this month, #Sedona Mayor Holli Ploog accepted a friendly amendment from Scottsdale Mayor Lisa Borowsky to specifically include condominiums in the resolution, which has now been approved by League members for consideration during the 2027 Arizona legislative session. These new efforts come on the heels of the adoption of Scottsdale Ordinance No. 4720, which also defines an “event center,” and updates the city code to require designated emergency contacts for short-term rental properties to be reachable around the clock for both complaints and emergencies. “These horses are an irreplaceable part of Arizona’s natural and cultural heritage. I am encouraged that the planned removals have been paused and that a scientific study will be conducted to help determine the best path forward. Arizonans have made it clear that they value these animals and want decisions about their future to be guided by sound science and transparency.” --- Lisa Borowsky | Mayor of #Scottsdale Gov. Katie Hobbs recently directed the Arizona Department of Agriculture to pause planned removals of Salt River horses and announced a genetic viability study in coordination with the #Arizona Board of Regents and Arizona’s three public universities. The study will evaluate the long-term genetic health of the herd and is expected to help guide future management decisions. The Arizona Department of Agriculture also amended its herd management plan to halt removals while the study is conducted and increased the herd’s target population from approximately 120 horses to about 170. Advocates estimate the current herd numbers roughly 267 horses. Mayor Borowsky, who has advocated and lobbied the Governor’s Office for protecting the Salt River horses, said the governor’s action represents an important step forward after months of public concern over planned removals. “While #Scottsdale has legitimate concerns about the long-term health of the Colorado River system, our city remains well-positioned to meet the needs of our residents and businesses. Scottsdale has invested for decades in water conservation, infrastructure improvements, aquifer recharge, and a diverse water portfolio that enhances our resilience during times of drought and uncertainty.” --- Lisa Borowsky | Mayor of @scottsdaleazgov The Department of the Interior’s operating plan calls for annual Lower Basin reductions totaling 1.25 million acre-feet, with Arizona expected to account for approximately 760,000 acre-feet of those reductions under the proposed sharing framework. The plan includes annual reductions in #Colorado River water deliveries to #Arizona, #California and #Nevada as the federal government and basin stakeholders respond to ongoing drought conditions and critically low reservoir levels. “Data centers present both opportunities and challenges for cities. As Scottsdale evaluates future development, it’s important that our zoning regulations keep pace with emerging industries and reflect the expectations of our residents. This discussion is about ensuring we have the right tools in place before major proposals come forward.” --- Lisa Borowsky | Mayor of @scottsdaleazgov #Scottsdale City Council unanimously approved a request from Mayor Borowsky last week to begin examining how the city’s zoning ordinances apply to data centers and whether more specific requirements are needed as the industry continues to expand nationwide. Scottsdale City Council directed the city manager and city attorney to agendize a work study session focused on current data center regulations and possible updates to Scottsdale’s zoning code.
