Yes - that IS woman w/motorized scooter navigating around scooters. It's obvious this litter has higher sidewalk priority than pedestrians & those with #accessibility needs. I doubt @MayorBowser feels that way but it's how it feels every time @DDOTDC increases #scooter permits
