Bienvenue dans le royaume de l'absurde budgétaire, où cinq partis gouvernent ensemble à condition de ne jamais tomber d'accord sur l'essentiel.
Le diagnostic est pourtant limpide : plus de 735 milliards d'euros de dette, un endettement supérieur à 110 % du PIB, un déficit dépassant 5 % et des intérêts qui commencent à dévorer les finances publiques. La Belgique ne cherche plus vraiment à équilibrer ses comptes. Elle tente d'empêcher la comptabilité de déclencher une crise cardiaque.
Et que proposent nos brillants architectes du désastre ? Les recettes habituelles !
Les libéraux veulent tailler dans les dépenses, notamment la santé. Les socialistes réclament davantage d'impôts sur les patrimoines. Les centristes cherchent un compromis suffisamment indigeste pour mécontenter tout le monde. Quant au contribuable, il attend tranquillement son prochain avis d'imposition, avec la sérénité d'une dinde devant un calendrier de Noël.
Mais le véritable chef-d'œuvre se trouve à Bruxelles.
Car cette Belgique incapable de boucler son propre budget abrite les institutions d'une Union européenne qui distribue des leçons de discipline financière, rêve de réarmement continental et multiplie les ambitions géopolitiques.
Quel magnifique spectacle ! Le pays qui héberge les grandes messes européennes peine à payer ses propres additions, pendant que les prêtres de l'orthodoxie budgétaire expliquent aux peuples qu'il faut consentir de nouveaux sacrifices pour sauver l'avenir.
L'avenir de qui, exactement ?
Les marchés, eux, ne participent pas aux cérémonies patriotiques. Ils regardent les chiffres, augmentent la facture du crédit et laissent les gouvernements réciter leurs sermons sur la solidarité.
De Wever voulait éviter l'engrenage infernal : emprunter demain pour payer les intérêts d'hier. Il découvre qu'il est plus facile de dénoncer une catastrophe que de convaincre cinq partis de renoncer à leurs clientèles électorales.
Et voici le Premier ministre chez le roi, comme un mauvais élève convoqué chez le directeur après avoir incendié la salle de comptabilité.
La Belgique pourrait donc rejoindre cette collection européenne de démocraties où les gouvernements tombent, les déficits survivent et les contribuables héritent systématiquement des dégâts.
Le plus savoureux ? Bruxelles prétend encore enseigner la bonne gouvernance au reste du continent.
