2027 PRE-BUDGET SEMINAR: CONSOLIDATING 2026 PRIORITIES FOR VISION 2030 The 2027 Pre-Budget Seminar provides a strategic platform for Government, Parliament and stakeholders to consolidate 2026 Budget priorities and accelerate progress towards Vision 2030 under the leadership of H.E. President Dr Emmerson Dambudzo Mnangagwa. Anchored in National Development Strategy 2 (2026-2030), the seminar focuses on translating macroeconomic stability into productive growth. According to the Ministry of Finance's Mid-Term Budget Review of 30 July 2026, the economy is projected to grow by 5% in 2026 following 8.3% growth in 2025, with average annual inflation at 4.2% in the first half of 2026. Macroeconomic Stability: Sustaining prudent cash budgeting, strengthening revenue mobilisation and ensuring a predictable environment for business and investment, in line with the principle of leaving no one and no place behind. Agriculture and Food Security: Maintaining investment in irrigation, mechanisation, climate-smart farming and value chains, building on a projected 6.9% sector growth and 2.4 million metric tonnes grain harvest, while mitigating El Niño risks. Infrastructure, Energy and Water: Prioritising high-impact projects in roads, electricity, water and ICT. Government allocated ZiG27.2 billion to health, education and social protection in H1 2026, while advancing power generation and borehole drilling under the Presidential Rural Development Programme. Focus is on completing existing projects with measurable outcomes. Value Addition and Industrialisation: Accelerating beneficiation of minerals and agricultural produce to drive manufacturing, exports and jobs, building on projected gold output of 55.6 tonnes and rising lithium exports. The Budget will support vocational training, entrepreneurship and private sector investment under the Zimbabwe Open for Business mantra. The 2027 Budget seeks to convert stability into production, employment and improved livelihoods towards an upper-middle-income society by 2030. #Vision2030

HARNESSING THE POWER OF SPORT TO ADVANCE VISION 2030 Sport has become a powerful unifying force in Zimbabwe, bringing together people from diverse backgrounds and fostering national cohesion beyond political, social and cultural differences. In pursuit of Vision 2030, Government is leveraging sport not only for entertainment but as a driver of unity, health and economic growth. Through the principle of leaving no one and no place behind championed by H.E. President Dr E.D. Mnangagwa, investment in facilities like the Mosi-oa-Tunya Stadium in Victoria Falls is expanding access to opportunity. The President's support for national teams, including the Warriors and the Sables, underscores sport's role in strengthening social cohesion. Sport is also enhancing Brand Zimbabwe and promoting sports tourism. Hosting international events and the appointment of Kirsty Coventry as the first African IOC President in 2025 are elevating Zimbabwe's global profile. Furthermore, sport is driving youth empowerment and economic transformation by creating jobs across the value chain - from athletes and coaches to event managers and vendors - while providing positive alternatives to drug and substance abuse through academies and training facilities. #ZimSports #UnitedThroughSport

ZIMBABWE'S COMMONWEALTH RETURN: STRENGTH IN UNITY Zimbabwe's renewed engagement with the United Kingdom over its possible readmission into the Commonwealth represents a significant moment in the country's diplomatic journey. Recent discussions led by the Speaker of the National Assembly, Advocate Jacob Mudenda, with British parliamentary leaders and the Commonwealth Parliamentary Association UK Executive Committee have brought fresh momentum to Harare's long-standing ambition to re-join the community of nations it left in 2003. The meetings, including engagements with the Speaker of the House of Commons, Sir Lindsay Hoyle, and Baroness Taylor of Bolton, demonstrate the value of parliamentary diplomacy in opening channels of dialogue and building bridges between nations. - Rejoining the Commonwealth strengthens Zimbabwe's global standing :Zimbabwe's pursuit of readmission should be understood as an investment in its international relationships, influence and future opportunities. Returning to this community would offer renewed opportunities to participate in discussions on global development, governance, trade, education and other shared concerns. The willingness of Sir Lindsay Hoyle to support Zimbabwe's aspirations provides an opening for continued dialogue, while engagements with the Commonwealth Parliamentary Association demonstrate the potential value of institutional cooperation. - Economic gains through international cooperation :In today's interconnected global economy, no country can afford to overlook the advantages of constructive cooperation. Zimbabwe has significant economic potential that requires stronger international partnerships and greater opportunities to connect local enterprises with regional and global markets. The Commonwealth includes both advanced and developing economies through which member states can exchange commercial knowledge, explore investment opportunities and cooperate on development priorities. For Zimbabwe, renewed engagement could help open doors for business-to-business cooperation, encourage investor dialogue and strengthen institutional linkages. - Building bridges towards Commonwealth readmission :Advocate Mudenda's engagement demonstrates Zimbabwe's continued commitment to re-joining the Commonwealth. These discussions provide an opportunity to rebuild relationships, strengthen parliamentary cooperation and garner support for the country's bid. This approach aligns with Zimbabwe's foreign policy mantra of being a "friend to all and enemy to none" - pursuing dialogue in the interest of national development, and recognising that nations achieve more through cooperation than isolation. #CommonwealthReengagement #FriendToAllEnemyToNone #ZimEconomicDiplomacy

SADC SOLIDARITY AGAINST SANCTIONS The commemoration of SADC Anti-Sanctions Day has renewed calls for the immediate and unconditional removal of unilateral sanctions imposed on Zimbabwe, with regional leaders highlighting their impact on economic development, regional integration and the livelihoods of ordinary citizens. SADC Chairperson and South African President, H.E. Cyril Ramaphosa called for solidarity with Zimbabwe, arguing that the restrictions place an additional burden on the country and the wider region. Tanzanian Vice President, Hon. Deogratius Ndejembi also underscored the importance of national sovereignty and peaceful coexistence among nations. The issue remains central to Zimbabwe's National Development Strategy 2 (NDS2) and Vision 2030, which prioritise economic growth, industrialisation, investment and improved living standards. A regional call for economic cooperation is clear. The statements by regional leaders demonstrate the importance of dialogue and cooperation in addressing economic challenges affecting member states. President Ramaphosa's position reflects concern that restrictions affecting one member can have wider implications for regional trade, investment and integration. For Zimbabwe, stronger regional partnerships provide opportunities to expand markets, attract investment and participate more fully in regional value chains. Removing barriers to growth is critical. Zimbabwe's development depends on access to affordable finance, investment, technology and international markets. Concerns have been raised that sanctions have constrained access to international financial systems, discouraged foreign direct investment and increased the cost of doing business. Addressing these barriers alongside continued domestic reforms would create additional opportunities for industrial expansion, infrastructure development and employment creation. Turning development aspirations into results requires effective implementation. NDS2 provides the framework for economic transformation, while Vision 2030 sets the ambition of an empowered upper-middle-income society. Achieving this requires sustained investment in agriculture, mining, manufacturing, energy, transport and human capital. Regional cooperation and improved international economic relations can complement Government programmes by widening access to markets, technology and development finance. Sovereignty, dialogue and shared prosperity remain guiding principles. As highlighted by Vice President Ndejembi, disputes are best addressed through constructive engagement and respect for international law. Zimbabwe's calls for sanctions removal can be pursued alongside diplomatic dialogue, regional partnerships and economic reforms to advance national development priorities. #SADCAntiSanctionsDay #ZimSanctionsMustGo

ONE MILLION HOMES BY 2030: BUILDING COMMUNITIES, CREATING JOBS AND DELIVERING VISION 2030 Zimbabwe's target to deliver one million housing units by 2030 is a major national development commitment that goes beyond shelter. Announced by National Housing and Social Amenities Minister Professor Paul Mavima at the launch of the Home Makers Expo Zimbabwe 2026 in Harare, the programme aims to expand access to housing, attract private investment, create jobs and grow local industries. Under NDS2, housing is a key pillar of Vision 2030. The success of the programme will be measured not just by the number of houses built, but by how many affordable, quality homes are delivered with proper infrastructure. Government cannot achieve this target alone. Private developers, banks, pension funds and construction companies must play a central role through strong Public-Private Partnerships. These partnerships will help mobilise capital, service land and introduce modern construction technologies. Affordability must remain the priority to ensure decent housing is accessible to all citizens, not just high-income earners. A modern housing programme must create integrated communities. Houses need roads, clean water, sanitation, electricity, schools and clinics to become functional human settlements. Coordination between Government, local authorities and service providers is critical. Housing is also an economic multiplier. Construction creates jobs for builders, engineers, plumbers and electricians, and boosts demand for local materials such as cement, steel, roofing and furniture. This strengthens SMEs, builds skills and supports industrialisation. Under the leadership of His Excellency President Dr. Emmerson Dambudzo Mnangagwa, the housing programme reflects the Vision 2030 agenda and the mantra "Nyika inovakwa nevene vayo" - the country is built by its own people. #HousingForAll #OneMillionHousingUnits #Vision2030AReality

RUSSIA-AFRICA SUMMIT: STRATEGIC BENEFITS FOR ZIMBABWE'S DEVELOPMENT Zimbabwe is positioning its participation in the Third Russia-Africa Summit in Moscow, 28-29 October 2026, as a strategic opportunity to secure concrete economic partnerships that advance NDS2 and Vision 2030. The national imperative is to translate diplomatic relations into productive economic cooperation. Focus areas include investment mobilisation, industrialisation, mineral beneficiation, energy security, agricultural modernisation, infrastructure development and technology transfer. In line with President Dr. Emmerson Dambudzo Mnangagwa's call to move from exporting raw minerals to value addition, Zimbabwe seeks partnerships in mineral processing, refining and mining technology to retain more value locally, create jobs and strengthen industrial capacity. Cooperation in energy, transport, fertiliser supply and agricultural mechanisation, as outlined in the 2025 Russia-Africa ministerial declaration, offers development multipliers to reduce production costs, improve electricity availability and enhance food security. Similarly, technology transfer, education and skills development through cooperation with Russian universities and research institutions should prioritise scholarships linked to national skills gaps, joint research and industrial apprenticeships to build long-term national capabilities. Under President Mnangagwa's leadership, engagement with Russia must deliver bankable projects with clear financing, implementation timelines and measurable benefits for Zimbabwe's economic transformation. #RussiaAfricaSummit #Vision2030AReality
