I've now seen a copy of the UK adequacy decision (not yet publicly available).
A big change from the Feb draft is the "immigration exemption carve-out"
It attempts to reconcile the Commission's view of the exemption with that of the UK courts—and fails

Let's not forget "cookies" when originally employed didn't collect and send data back to a websites creator. It wasn't until someone had the bright idea that they could use the same concept to collect data from users...it is another example of a good idea gone wrong.
