In conclusion the tobacco sector is NOT dominated by the Chinese companies and yes growers are not enjoying the fruit if their labor.
15% Retention, high charges at floors, High input costs, unfavorable pricing at the floors and debt rollover are key factors affecting growers

* The 60 million was promised over 2 seasons ago and nothing has been done to ensure growers benefit.
* 30% refered to value addition that was intended to increase from the current 2% to 30% by 2025. 60 million give us production of less than 30000 ha yet we do over 110000 ha

We need to correct a few misconceptions here
* the contracting system is not dominated by Chinese companies although abt 65% of our tobacco finds its way into China
* While the contracting system is not favorable, and most farmers in debt, yet not many of them have lost assests
