MFA Romania summoned the Russian Ambassador today to convey a firm protest over the September 14th sabotage in Brașov. Evidence proves Russia’s responsibility for this unacceptable hybrid attack. We also condemned Russia’s systematic strikes on commercial vessels in the Black Sea, a deliberate escalation violating international law and freedom of navigation, with global consequences.

Romanian authorities have exposed a sabotage network coordinated by the Russian Federation behind the September 14th arson attack at the Carfil industrial platform in Brașov/Romania near a defense industry manufacturer. This is part of a broader campaign of sabotage across Europe, targeting also defense production. Hybrid attacks will not hold us back from strengthening our resilience and defence.

Today’s lethal attack on a commercial vessel just 13 NM off Constanța - killing one sailor and injuring others - is a blatant violation of international law and freedom of navigation. Condolences to the victim’s family as Romanian Coast Guard rescue operations continue. Russia’s illegal war of aggression against Ukraine is escalating and this directly affects merchant marine navigation in the Black Sea. This is a direct threat to both regional and global security. We are coordinating closely with #NATO Allies, including Bulgaria and Türkiye, to fast-track the additional surveillance capabilities agreed at the Oct 20 NAC.

Romania strongly condemns the latest missile and drone attacks conducted by the armed forces of the Russian Federation against civilians in the city of Kramatorsk today. The killing of dozens of innocent civilians, including children, and the senseless destruction caused are barbaric actions, deeply distressing and utterly unjustifiable. Our thoughts and prayers are with the victims, their families and all those affected by this horrendous attack. Romania stands firmly in solidarity with the people of Ukraine and stresses, once more, that civilians and civilian infrastructure must be protected. Collectively we will do more to help Ukraine defend itself against aggression. Romania also reaffirms its commitment to the principles of international law, and reiterates its support for the independence, territorial integrity and sovereignty of Ukraine. Romania will continue to stand by Ukraine’s side for as long as it takes. Attacks against civilians and civilian facilities or infrastructures are war crimes. All those responsible will be held accountable.

Today marks three years since the horrific terrorist attacks of 7 October in Israel. We remember the innocent young lives cut short at a music festival—a generation that gathered with hopes, dreams, and their entire future ahead of them. We honor their memory and recognize the enduring ordeal faced by those taken hostage, as well as the profound suffering of their families. Parents, brothers and sisters, grandparents and neighbours, colleagues and people all over the world were face with the shock of unjustified violence and killings. Our thoughts remain with the families of the victims and all those who have lived in constant fear since that tragic day. Such atrocities must never happen again. To ensure lasting security, every voice, every action, and every stand against violence matters. Nothing justifies acts of terror. It is only through peace that we can begin to rebuild trust. We reaffirm that Hamas must be disarmed, and we continue to stand in support for the two-state solution as a path to long term peace.

Romania firmly condems today’s drone attack on two commercial vessels in Bulgaria’s exclusive economic zone. Such actions are in flagrant violation of international law and a direct threat to the freedom of civilian navigation. As a country on the Danube and at the Black Sea, Romania treats the issue of maritime security as a national and European priority. As I said repeatedly in international fora, as a direct consequence of Russia’s war of aggression against Ukraine, the Black Sea has become the most dangerous place globally for merchant mariners. This is a threat to regional security as much as one to global food security. The threat of hunger is a most odious tool of war regardless as of how it is used. The safety of civilian crews and vessels, and the freedom of navigation in the Black Sea should be guaranteed and protected. Romania is committed to working with Bulgaria and Türkiye under the agreement signed at the NATO Summit in Ankara to strengthen Black Sea security and protect critical maritime infrastructure. Also, the agreed future EU Black Sea Maritime Security Hub in Constanța and Varna will be an important contribution to enhancing coordination, situational awareness and resilience in the Black Sea region. @vpetrova_mfa @MFABulgaria

Romania strongly condemns the attack today against a grain-carrying ship with Azeri and Indian crew. Two crew members were killed and 11 crew members, some of them being wounded in the attack, were rescued by the Romanian Coast Guard. Our thoughts are with the victims and their families and we wish a speedy recovery to the wounded. The Black Sea region accounts for roughly 20% to nearly 30% of global traded wheat and grain supplies, serving as one of the world's primary agricultural transit corridors. Its ports also manage 50% of the global sunflower seed oil exports. This gives the Black Sea an outsized role in global food markets and the attacks on grain ships directly impact food prices particularly in Africa and the Middle East. Russia’s war of aggression also harms farmers and grain exporters in Romania and the region. This is why Romania supports an immediate moratorium on attacks against merchant ships and port infrastructure. We raised this issue repeatedly including at the UNGA81. @AzerbaijanMFA @IndianDiplomacy

25 years after the September 11 terrorist attacks, we remember with profound respect the nearly 3,000 lives that were lost, including the victims of Romanian origin. This historical moment united, first in shock and then in solidarity and common action, all the friends and the Allies of the United States, including through the invocation, for the first time, of the article 5 of the North Atlantic Treaty. As a NATO Ally and close partner of the United States, Romania joins the American people in honoring the victims, the heroism of first responders, and the resilience shown in the face of terror. In their memory and to the benefit of future generations, a quarter of a century later we remain united in remembrance and in our commitment to freedom, human dignity, security, and peace.

Romania stands in solidarity with Germany in the face of Russia’s reckless and irresponsible attack in Leipzig. This attack is part of a persistent and dangerous hybrid campaign perpetrated by Russia against EU and NATO countries in clear violation of international law. Russia’s systematic attempts to undermine the common European and transatlantic support for Ukraine will not succeed. They will fail precisely because aggression cannot be ignored or normalised by countries that hold international law, sovereignty and freedom in security as sacred. We stand together with the people of Ukraine because it is the right thing to do morally and the necessary thing to do practically in order to protect our own citizens’ future in peace and security. Romania too has witnessed such reckless and provocative Russian actions, especially through the litany of armed drones entering our airspace. As we repeatedly stated, including in the UNSC, these blatant violations of international law cannot be ignored and will have a price for the perpetrator. We strongly endorse the measures taken by the German government and support clear and determined collective measures at EU level to impose a cost on Russia including through strengthened and expanded sanctions. @GermanyDiplo

On the European Day of Remembrance for Victims of Stalinism and Nazism, we are honouring the sacrifice and suffering of millions of people, victims of totalitarian regimes, reaffirming our determination to defend freedom, human dignity and democracy. This is not an abstract memory. All families in Europe were touched by the inhumanity of totalitarian ideologies and their regimes. Romanians are no exception. For most of the XX Century our families, our people have lived under one dictatorship or another. Quite often these used history, creed, or the desire to repair social wounds as propaganda discourse. They repeatedly tried to hijack national identity and pride to excuse or justify the most hideous crimes and built whole systems on the hatred of the other. When the other was one’s neighbour, one’s brother, one’s colleague! We turn the painful scars of our history into lessons for the next generations, so that this still recent past cannot be distorted and thus we build together a future protected from ideological hatred, extremism and oppression. It’s not the propaganda call of authoritarianism ideas that makes such paths possible, it is our silence when hearing them again. This European Day is a reminder not to be silent. #BlackRibbonDay#Neverforget

The recent remarks by the Israeli Minister of National Security, Itamar Ben-Gvir, are entirely unacceptable. This is not the first time we need to take a stand to reaffirm in Romania and in the international community that these statements go against the painful lessons history has taught us on the immense dangers of dehumanization and proposals of indiscriminate violence. These provocative calls to unjustifiable violence are undermining efforts towards a peaceful resolution by all parties from the region and internationally. Respect for human rights remains a core principle underpinning Romania’s foreign policy conduct and, as such, we firmly reject such dangerous statements. I have seen the marches of Israeli and Palestinian mothers asking for peace and hoping that leaders find a way that children and innocent lives are protected, I join their hope. Romania has long been a supporter of a just, comprehensive and sustainable resolution of the Israeli-Palestinian conflict, based on the two-state solution. This is why we hold that the Israeli Government’s decision to advance on the implementation of the E1 settlement project, via a tender for the construction of over 1,200 housing units, marks a serious step away from the achievement of the two-state solution. The decision risks effectively dividing the West Bank in two. Under international law, settlements in the West Bank remain illegal and violent actions there have no justification. We hope responsible measures will be taken for ceasing the advancement of this project. We will continue to concentrate our diplomatic and humanitarian efforts, with international partners, to follow UNSC 2803 Resolution.

On Thursday, August 20, two Romanian Air Force F-16 aircraft were scrambled towards the location where a maritime drone was spotted in Romania's Exclusive Economic Zone, near the Neptun Alpha platform, part of the Neptun Deep project. The location is in Romania’s exclusive economic zone, approximately 80 nautical miles east of the city of Constanța. A Romanian Air Force F-16 aircraft engaged the target with its onboard cannon, successfully hitting the target. The drone, that was carrying explosives, was later completely destroyed by a Romanian Coast Guard EOD team. The Romanian Ministry of Defence announced that through the emergency consultation channel with Ukraine it was established that this is not a Ukrainian unmanned vessel. The Romanian Ministry of Foreign Affairs reiterates the utmost importance of protecting maritime infrastructure in the Black Sea. Russia’s illegal war of aggression against its sovereign neighbour threatens the overall security of the Black Sea area, in breach of Russia’s international law obligation and of international conventions regarding the Black Sea. We have briefed NATO Allies on today’s drone incidents. Romania and the Allies will continue to ensure the protection of Allied territory and national sovereignty in the air, on water and on our soil. As a consequence of these growing risks Romania and regional Allied partners have extended our cooperation at the Black Sea to cover de-mining operations as well as protecting maritime infrastructures. Romania also proposed to EU institutions the final concept for a future EU Black Sea Maritime Security Hub with one of its two HQs in Constanța.
