Sites shouldn't have to change their scoring system so they adhere to metacritic. It's one metacritic to better reflect the score themselves.
It's not about being forced to do that it's it's whole purpose, to serve under-represented parts of the country and give them a voice. None of that makes mone so no private company will do that.
Because it's a public service, like the NHS. Plus the free market absolutely sucks. The reason why YouTubers are worried about this is because of how little YouTube cares about creators and how little they pay them.
It does go to the Gov, after the BBc has collected it, but by law it cannot be used for anything other than funding the BBC.
If they went with ads it would divert money away from Sky/ITV and C4 because there is only a specific amount of ad revenue available.
Fundamentally the BBC isn't like other broadcasters as it provides a public service, something that you couldn't do with a subscription model.
