Finally, after 14 months of uncertainty, my fix to restore the 100% tax deduction for gambling losses has been passed out of committee.
I was the first Member of Congress to recognize this injustice when I introduced my provision to correct it on July 7, 2025. Since then, I have amplified this issue nationally and brought it to the attention of my colleagues, including members of @WaysandMeansGOP.
Now it is time for us to push this commonsense solution to the House floor, to the Senate, and finally to the President’s desk. I won’t stop fighting until we get this over the finish line.

Breaking: the big tax bill with a provision to repeal the 90% cap on gambling losses was just overwhelmingly voted through, with bipartisan support, to the House Rules Committee. It’s a technical step before it goes to the House floor for a full vote.
The 90% cap on gambling losses would be repealed retroactive to 1/1/26 as part of the Ways & Means tax bill.
Joint Committee on Taxation estimates a negative impact on revenue of $2 billion from ‘27-36 from this repeal.
The ‘27-34 estimate is $1.5 billion, up 33% from its $1.1 billion estimate during same period.
Wonder if this means estimated tax payments from gamblers were higher than anticipated?

Very pleased to see that my gambling loss tax deduction fix has finally been included in a tax package. I encourage my colleagues to push it through @WaysandMeansGOP this week as quickly as possible.

🗣️ "The gambling industry is looking to face a decline in numbers..."
Gary Kondler from @PokerCPAs breaks down what was discussed at the July 17 hearing covering the 90% gambling loss ruling through the Big Beautiful Bill:

Many thanks to @dinatitus for meeting with us today in regards to the BBB. We believe we had a very productive meeting
If a single taxpayer earns 250K on w2 and withheld proper fed tax (meaning they wouldn’t owe or get a refund at year end) triggers 100k of w2gs and broke even for the year, under the new tax bill they would owe an additional $7900 in fed tax, even though no new income was made
Under the new tax proposal for gamblers (limiting losses to 90%) if a retired individual files as an amateur, with 0 outside income, and they trigger 500k of w2gs and break even for the year they will owe $5,700 in federal tax
If the new legislation is passed where 90% of gambling losses are limited,a professional gambler with $120,000 of gambling income (200k wins and 80k losses and no other outside income) will be looking to pay roughly $2,450 more on their federal tax return (2024 tax rates applied)
If the new legislation is passed where 90% of gambling losses are limited, an amateur gambler with $120,000 of gambling income (200k wins and 80k losses and no other outside income) will be looking to pay roughly $2,000 more on their federal tax return (2024 tax rates applied)
