That 91% the trackers can't follow? Most of it ends up with the Taliban and their Haqqani allies. Food shipments get redirected to fighter camps, NGOs pay "taxes" or hand over supplies to keep operating, and there's a martyrs fund that sends monthly stipends to families of Taliban killed attacking U.S. troops. On top of that, weekly cash flows meant for "counterterrorism" get shared with AQ, ISKP and others. Roughly tens of millions a month keep the terror network running.
