The OCC wants community banks to help shape the future of payments and is encouraging the development of payment stablecoin capabilities within the community banking sector. Interested community banks are encouraged to consider applying to become, or for a subsidiary to become, a permitted payment stablecoin issuer, as applicable. These opportunities complement the OCC’s Community Bank Comeback initiatives to right-size regulation and tailor supervision so community banks can grow, compete, and continue serving their communities. Spot Bitcoin ETFs closed Friday in the red for a second straight session.
Despite the late-week reversal, the strong Monday–Wednesday run kept the full week positive at roughly +$301.2m in net inflows.
A volatile finish, but a net-positive week overall. All eyes on how ETF demand opens the new week.

No XPR was minted. On Oct 23 the bridge moved 3.33B XPR from its hot wallet (proton.wrap) to a new cold-storage wallet (wrapvault), both controlled by the same bridge multisig. Total supply is unchanged at ~32.64B; the explorer's supply page just doesn't yet subtract the cold wallet, so it over-reports circulating by exactly that 3.33B. Fix is on the explorer, not the chain.
