Our Executive Director, Mrs. @uwaliliane joined the 3-day convening “Africa at the Centre: Leading Change, Shifting Power” hosted by @wacsi in Accra, Ghana.
The discussions centered on what it takes for #Africa to define, lead, and shape its own development future: from confronting the histories behind our development story, to turning ideas into shared commitments and action that move Africa from the margins to the centre.
We thank West Africa Civil Society Institute (@wacsi) for organizing such a timely and bold convening.

Connectivity is about creating opportunities and ensuring no one is left behind. During our visit to the Rwanda Civil Society Platform (RCSP), civil society leaders shared their perspectives on why stronger collaboration between the private sector and civil society is critical to creating digital pathways out of poverty. Together, we explored partnerships to advance digital and financial inclusion, education and youth empowerment.

In the spirit of digitalization, @RCSPRwanda has signed an MoU with @RICTAInfo to strengthen, secure online visibility, and advance digital transformation for RCSP and its member organisations.
This collaboration will also contribute to quality and inclusive service delivery, which is under the Transformational Governance Pillar of the National Strategy for Transformation #NST2

From 9–20 July 2026, our Director of Partnerships and Resource Mobilization, Mr. @allyalbert and the Executive Director of @afroark, Mrs. Patience Ilibagiza, are participating in the seminar on the Formulation and Implementation of Poverty Reduction Planning Policies for Developing Countries in Beijing, China.
The seminar is organized and sponsored by the Ministry of Commerce of the People's Republic of China (MOFCOM) and the International Poverty Reduction Center in China (IPRCC) as part of the cooperation between the People's Republic of China and the Republic of Rwanda.
It is providing valuable insights into how visionary #leadership, effective public policies, and #community-driven implementation can contribute to #poverty reduction, rural revitalization, and shared prosperity. A key case study explores the development experience of villages in south-eastern Fujian Province, highlighting practical approaches that can inform development strategies in other countries.

Thank you for raising this important conversation @JosephRyarasa
The changing funding landscape is indeed a timely reminder for the civil society sector to strategically rethink #sustainability. In this context, strengthening partnerships is no longer an option: it is a necessity. #Collaboration among Local NGOs, Government, the Private Sector, and Development Partners is essential to optimize resources allocation, reduce duplication, and maximize collective impact.
These shifts are also consistent with the global #localization agenda, which encourages locally led development, greater local ownership, and the mobilization of domestic resources and expertise.
The future of Rwanda's civil society lies in:
- Reevaluating its relevance and legitimacy,
- Redefining its identity, vision and mission in light of its context,
- Building trust through transparent and accountable systems, processes and governance,
- Forging stronger and more equitable partnerships

@GovernanceRw @NINGORwanda
I have been following what is happening in the civil society space with interest. Across the world, most especially in the US and Europe many NGOs are merging because funding is becoming harder to secure. Here in Rwanda, many local NGOs are reminded to comply with the new law.
It makes me wonder , are we really informed about what is happening in this sector? These don’t seem like isolated events. They point to broader shifts that deserve public discussion, especially for those who believe NGOs play an important role in community development, advocacy and service delivery.
Perhaps it’s time for a more open conversation about where the sector is headed and what these changes mean for society . @RCSPRwanda #NGO #CSO

Yesterday, in collaboration with @RwandaLocalGov, we successfully convened the Government–Civil Society Dialogue under the theme: " From policy to prosperity: Strengthening the Collaboration between Government and Civil Society for Sustainable NST2 and Vision 2050 Outcomes."
The dialogue reaffirmed our shared commitment to building stronger Government–CSO partnerships to accelerate the implementation of #NST2 and #Vision2050. Together, stakeholders recommended institutionalizing an annual Government–CSO Dialogue, strengthening structured CSO participation in policy processes, advancing the localization agenda, and promoting accountability, transparency, and evidence-based decision-making.
Together, we are turning policy into progress and partnership into lasting impact.

In his closing remarks, the Deputy CEO of @GovernanceRw emphasized that the journey from policy to prosperity cannot be achieved by government alone. Delivering on #NST2 and #Vision2050 requires strong, sustained partnerships with CSOs, the private sector, and development partners. He called for a deliberate shift from coordination and collaboration to genuine partnership—grounded in trust, shared responsibility, accountability, and evidence-based action—to translate policy into tangible, inclusive outcomes for all.

Today, the Minister of Local Government, @Dominiquehab, officially opened the Government–Civil Society Dialogue. Held under the theme, “Strengthening Collaboration between Government and Civil Society for Sustainable NST2 and Vision 2050 Outcomes,” the forum serves as a strategic platform to reinforce institutional partnerships for national development.
Minister Habimana commended Rwanda’s remarkable socio-economic progress over the last 32 years. He attributed these achievements to the enduring partnership between the Government and Civil Society Organizations (CSOs), guided by an inclusive leadership that actively values the contributions of all stakeholders.
The Minister underscored the vital role of institutionalized platforms in driving impactful governance. He highlighted the Joint Action Development Forum (JADF) at the local government level, alongside Technical and Sector Working Groups at the national level, as central mechanisms ensuring that developmental programs translate into tangible transformations in citizen welfare.
“The mandate of Civil Society extends far beyond the co-design of national aspirations; it is fundamentally rooted in their active realization. Today’s dialogue offers a timely opportunity to evaluate our shared progress, strengthen strategic alignment, and renew our collective commitment to Rwanda’s developmental milestones”, he said.
Minister Habimana urged Civil Society Organizations to further align and advance their interventions with pressing grassroots priorities. He called for an intensified, collaborative focus on critical socio-economic challenges, including eradicating malnutrition, combating gender-based violence, and upgrading community hygiene and sanitation standards.
In his opening remarks at the Government–Civil Society Dialogue, the Guest of Honour, Hon. Minister of @RwandaLocalGov emphasized that Rwanda’s progress has been achieved through strong collaboration among Government, citizens, Civil Society, the private sector, and development partners. He appreciated Civil Society’s contribution to #NST2 and #Vision2050 across economic transformation, social transformation, and transformational governance. He mentioned, “Policy provides direction, but prosperity becomes meaningful only when it is experienced by every citizen in every community.”
He later reaffirmed the Government’s continued commitment to enabling a conducive environment for #CSOs and stressed that civil society must continue to uphold transparency and accountability. He called for a shift from consultation to co-creation, from project-based engagement to long-term strategic partnership, and from counting activities to measuring real impact on citizens’ lives.

In his welcome remarks at the Government–Civil Society Dialogue, the Chairperson of RCSP highlighted Civil Society as more than a service delivery actor, but also a key partner in policy influence, advocacy, and translating national policies into real community impact. He urged stronger Government–CSO collaboration for #NST2 and #Vision2050 implementation.
He also appreciated @RwandaLocalGov and @GovernanceRw for strengthening collaboration, and called for early CSO engagement in policy formulation, timely access to draft laws and budget documents, and a shift from coordination to true co-creation rooted in localization and joint problem-solving.
