There shouldn’t be “ban waves”. Cheaters need to get banned everyday or at the very least multiple times a week. I understand it being difficult to ban the cheaters that hide it well. But majority of cheaters make it so obvious that there’s 0 reason they shouldn’t be banned instantly.
