August 13, 2026, marks ten years since the historic rainfall of the Great Flood of 2016 began to subside after days of relentless rain. But as the rain eased, the disaster was far from over. Floodwaters continued to spread, homes were inundated, thousands of lives were affected, and a long and difficult recovery was only beginning. The scale of the disaster reinforced a lesson that continues to guide emergency management today: preparedness, response, recovery, and mitigation are interconnected, and building a more resilient community requires sustained work before, during, and long after an emergency. In the decade since the flood, East Baton Rouge Parish has continued investing in efforts to reduce flood risk and strengthen community preparedness. Through @fema Hazard Mitigation Assistance programs, including the Hazard Mitigation Grant Program and Flood Mitigation Assistance program, the City-Parish has pursued projects designed to reduce future disaster losses and address the long-term risk of repetitive flooding. These programs support measures such as property acquisition, structural elevation, and other mitigation activities that help protect people and property from future disasters. No project or program can undo what happened in August 2016, and no statistic can fully capture what families endured. But the lessons learned from that disaster continue to shape how East Baton Rouge Parish prepares for emergencies, coordinates response, invests in mitigation, and works toward long-term resilience. For many in East Baton Rouge Parish, the memories of August 2016 remain deeply personal—memories of loss and uncertainty, but also of neighbors helping neighbors and a community coming together during an extraordinary time. Ten years later, we honor the past not only by remembering what happened, but by carrying its lessons forward.
