But we must be clear, piecemeal reform – including more Black officers – isn’t going to work. The problem is not a few bad apples; the whole apple cart is rotten.

It’s taken GMP over a year to deliver a report that tells us what affected communities already knew: racial disproportionality is endemic to policing in Greater Manchester.

If police officers focus all of their attention on Place A, and not Place B, it should be unsurprising when they criminalise more people in Place A. Police data should not be used to justify the continued practice of over-policing Black and Brown communities.

It is disingenuous of GMP to suggest that high crime rates in inner-city areas justify the over-policing of these communities. Police crime statistics are not an objective representation of reality.

We strongly condemn the Report and join other community members and organisations in asserting that institutional racism is unequivocal and persistent in GMP.

In making this argument – and a series of other arguments that sidestep the charge of racism – GMP suggest there is little to fix beyond false perceptions of the police held by affected communities. This is insulting.

Yet GMP continues to deny institutional racism. Instead, the Report suggests racial disproportionality is the result of higher crime rates in inner-city districts with larger Black populations.

5.3x more likely to be stopped & searched
4x more likely to have force used against them
5.7x more likely to have a Taser used against them
2.8x more likely to be arrested

GMP has published its long awaited Achieving Racial Equality Report. It acknowledges significant racial disproportionality across multiple aspects of policing.

The government’s Beating Crime Plan is reminiscent of the saturation policing & suspicionless searches that gave rise to the Brixton #uprising of 1981.
Even Lord Scarman in his official inquiry concluded that ‘Swamp 81’ involving 120 police officers & 943 stops had been ‘unwise’
