Nine amendments later it was over $90 million, and the city kept paying without ever enforcing the reporting the contract required. The worst part? The group's own tax return brags about suing the City of Los Angeles. The city attorney says taxpayer money "may well have been used" to sue the same city that wrote the checks. So what did the council do? It approved another $106.6 million for the same group in March.
