💰 L'Inspection générale des finances a trouvé 2,5 milliards d'euros d'argent public qui dormaient sur les comptes des agences de l'État, sans qu'elles en aient besoin.
Dans son rapport de juillet 2023, l'IGF a passé au crible 180 des 408 opérateurs de l'État (dont 158 universités et établissements d'enseignement supérieur) et estimé leur « excédent potentiel » de trésorerie à 2,5 milliards : de l'argent qui dépasse ce qu'il leur faut pour fonctionner et honorer leurs engagements, hors fonds de tiers, recettes fléchées et emprunts. Au total, la trésorerie des opérateurs a bondi de 33,8 milliards fin 2019 à 56,6 milliards fin 2022 (+67,5 %). Et selon le rapporteur général du Sénat, leurs financements publics sont passés de 50,7 milliards d'euros en 2019 à 73,3 milliards dans le projet de budget 2026, soit +44,6 %. Le 10 octobre, Laurent Wauquiez et les députés Droite républicaine ont déposé un amendement pour récupérer ces excédents en 2027.
Trois ans après le rapport de l'IGF, il faut encore un amendement pour aller chercher l'argent.

Italian courts guaranteed 3 of the 4 African men who raped a dying 16 year old girl will walk free.
After Desirée Mariottini was drugged, gang raped and left dying in a Rome drug den in October 2018, police arrested West African dealers Mamadou Gara, Brian Minthe, Alinno Chima and Yusif Salia.
But when the 2024 appeals court reclassified the killing it dropped Gara’s life sentence to 22 years and reduced the others. Italy’s top court made it final that October.
