$pSDICE (non transferrable staking token received for perps loses) minting will be restricted by up to 90% based on the USD value of the perps pool
pool < $100K = 100% $pSDICE minted for losses
pool > $1M = 10% $pSDICE minted for losses
restriction is on an even sliding scale
Any Bank stake may be voluntarrily and irreversibly transferred to the perps pool for 2x the normal amount of $pSDICE recieved from a perps trading loss
