Leaked Recordings Detail Network of Former USAID Officials, NGOs, and Retired Officers Planning for Post-Midterm Crisis Researcher DataRepublican (@DataRepublican) has released a multi-part series called “The Democracy Files / Illegitimacy Playbook,” based on hundreds of hours of leaked audio and documents. The materials show former USAID democracy officers and allied groups discussing contingency plans around the 2026 midterms. Key elements include: • Former USAID staff forming the Democracy Renewal Group and Renew American Democracy (RAD) to apply overseas democracy-promotion and color-revolution methods inside the United States. • Coordination through the United Democracy Alliance (UDA), a private network linking protest organizations (including No Kings, Indivisible, and 50501), lawfare groups, and retired national-security figures from National Security Leaders for America. • Private “red lines” for declaring the federal government illegitimate (examples discussed include use of the Insurrection Act against protesters). If crossed, the plan shifts authority toward governors and contemplates structural reforms or a “refounding.” • Most participants in street actions are not shown the full plan. Organizers describe this as people simply “playing their role.” The recordings and documents were never intended for public release. DataRepublican has published the primary source material, including audio clips, so the public can evaluate the language directly. Primary sources: • Primer (start here): • United Democracy Alliance overview: xitter.cf/DataRepublican/status/… • Latest overview: xitter.cf/DataRepublican/status/… These materials raise the question of who decides when an elected government is legitimate—and whether private networks should set those terms in advance. Readers are encouraged to review the original posts and recordings. xitter.cf/DataRepublican/status/…
🚨🚨 THE ILLEGITIMACY PLAYBOOK / THE DEMOCRACY FILES: A PRIMER 🚨 I will be using this thread to track all drops, so bookmark it. I spent most of yesterday backing everything (now 312 gigabytes) up in various sources and getting the materials out to others. I also produced an AI video (below) to explain the whole thing to others are not on 𝕏 - feel free to distribute. Here's the primer: USAID, the foreign aid agency, had a democracy office. Inside the agency, it was called DRG. Officially, DRG administered "democracy assistance." They'd go inside countries they thought were sliding into authoritarianism and help the opposition there. That assistance included election monitoring, judicary support, independent media, and civil society building. You may have heard the term "color revolution." The model comes from Serbia in 2000, where trained student activists brought down Milosevic with the help of Western governments, after sustained protests. With the help of USAID's democracy office, this model was implemented in many other countries to topple governments: Georgia's "Rose Revolution" in 2003, Ukraine's "Orange Revolution" in 2004, and many more. Then last year, DOGE shut down USAID. But the USAID democracy office didn't stop. They formed a group called the Democracy Renewal Group, the same initials as their office (USAID Democracy, Human Rights, Governance). Their goal: apply their own playbook to the United States itself. This goal became a plan, called Renew American Democracy (RAD). It invoked the "4 B's" framework. Block - use lawfare and protests to make life harder for the Trump administration. Bridge & Belong - control dialogue and win people over. The final and most important B is Build. Build means redesigning the American government itself, and the crisis is the opening. In their own words: "We can take that breakdown moment and leverage it for a big structural reform, you know, refounding moment." - Danielle Reiff, DRG lead. Calls show DRG working alongside DSA on ideas of creating a different government, one that does away with the Constitution itself. DRG does not run the Block operations. They hand it to UDA, the United Democracy Alliance. One organizer calls it a "huge galaxy": lawsuits, street protests, non-cooperation. They list No Kings, Indivisible, MoveOn, 50501, and many other mega-activist NGOs among their members. Another organizer calls UDA Erica Chenoweth's project. Chenoweth is the Harvard professor behind the three-and-half-percent rule of regime change: get that share of a country's populace onto the streets, and historically, the movement wins. The UDA is very "hush-hush." They have no website, no roster, no filings. Then come the red lines: things the Trump administration could do, such as calling the Insurrection Act on protesters, that would mean that the federal government, in their words, "crosses the threshold into illegitimacy." Nobody voted on those lines. There was no public debate. These red lines were developed within secretive working groups, and in a paper addressed to governors and staff. In the words of Reiff/DRG: "So that if there is a red line crossed in terms of a Constitutional crisis, like everyone's already pre-organized. And so Mike Smith actually said, he goes, oh, you guys have the day after tomorrow plan." Cross a line, and the paper's options include states refusing to lend their resources to federal officials, and governors convening what it calls a "Third Continential Congress." Running the UDA's Insurrection Act working group: Rear Admiral Mike Smith (RET) of National Security Leaders of America (NSL4A). NSL4A is also credited with operationalizing UDA, the blocking operations. NSL4A consists of about 1,600 ex-officers, spies, diplomats. They're turning red lines into indicators and running a situation room to monitor them throughout the midterms and beyond. The NSL4A's lawyers told them to stop recording meetings in case of subpoenas. But the rest of the network continued to record. DRG works in conjunction with Renew to Thrive (R2T), which ended up accidentally publishing 400+ calls and thousands of documents. These calls and documents were never meant for our eyes, but it's them, on tape. Thousands of NGOs and billions of dollars are involved in this endeavor. Most of them believe they're saving democracy. The problem is that people who spent their careers deciding when other countries' governments had lost their legitimacy wrote that test for ours, in private, and planned for what comes after. Who decides when your government is legitimate?

Governor Newsom on 17 October: "The whole - the system's broken. It's completely unbalanced. And you can't - we can't manage the decline. We have to completely reimagine." Then within the files, I see very similar language: "The system is broken — and it cannot fix itself." Does that mean the specific ex-USAID workers we've been tracking are controlling Newsom? No. But as you've seen throughout these files, every individual in the ecosystem belongs to multiple NGOs and alliances. They network constantly. They attend each other's conferences. They form coalitions on similar projects. They give each other feedback. That's how they develop a hive mind. The proposed methods may differ from group to group, but they are all converging on one goal: America governance must be rewritten from top down, and soon.

🚨🚨THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 10: THE ROLE OF FOREIGN STATES🚨 (First post deleted for typo) How is an old government declared illegitimate and a new government declared the true successor? Months before the actual transition, the following are achieved in advance: • Civil society and activists get prepared for big uprisings. • Media narratives are pre-seeded. • Foreign officials provide cover. The last point is what this drop is all about. You saw it last night - as soon as Lula "won" the election, EU officials and Alex Soros immediately swept in with their congratulations. That is a deliberate strategy to grant Lula legitimacy, not an organic congratulations. The idea is to saturate the people with the idea that "this is the legitimate government, and you will accept it." In these files, we see the various NGOs strategize on how to reach out to governments in advance and prepare them for what is coming. We also revisit how USAID OTI, the regime change arm of USAID, allegedly re-organized themselves inside the country. We record one meeting taking place between Horizons Project and Catalonia officials. That we were able to document a meeting at all is unusual, because I'm told that these meetings are generally arranged at the highest levels and kept off the record (think Jake Sullivan, Norm Eisen level).

🇺🇸HEADS-UP PATRIOTS🇺🇸 The Democrat/Media Complex is sniffing around the Democracy Files and our exposing of the ongoing Color Revolution. I'm not talking about marginal podcasters--I'm talking about the head of the snake. They will attempt to do two things: 1. Discredit @DataRepublican, the patriots who have worked with her on this project, and all of us who have supported getting this plot out into the light of day. 2. Claim that the framing of those files as an ongoing Color Revolution is a lie, and in fact the ex-USAID/CIA/State/military people behind this are merely true patriots trying to prevent Trump from overthrowing "our democracy." Such a story will inevitably include a litany of "proof" that Donald Trump's genuine election integrity efforts are somehow actually a nefarious plot to disenfranchise lawful Democrat voters and steal "our democracy." The very words you will read and hear will be a part of the framing of Trump's "loss of legitimacy" that is essential to the plot's success. In other words, these stories that are about to come out from the premier Democrat/Media Complex outlet(s) are actually part of the plot itself, and serve as part of the "Narrative" component of color revolutions that I have written about. Be on the lookout for these nefarious propaganda pieces in the days ahead. As I have said repeatedly, the best way to counter this false narrative is to get everyone in your circle to listen for 4 minutes and 31 seconds to the very first drop DR put out on October 22. That tape alone starkly reveals the entire plot in the plotters' own words. Last point; never forget that these people will always do one thing that is their "tell": they will always accuse you of what they are actually up to themselves. As my wife's X tagline always says: "Peace and be prepared."

ON THIS DAY IN HISTORY: On October 26, 1881, one of the most famous shootouts in the American Old West history unfolded in the dusty streets of Tombstone, Arizona, known as the Gunfight at the O.K. Corral. The encounter involved lawman Wyatt Earp, his brothers Virgil and Morgan Earp, and their close friend Doc Holliday on one side, facing off against the outlaw Cowboys-specifically, Ike and Billy Clanton, along with Tom and Frank McLaury. Though the gunfight only lasted about 30 seconds, it had profound implications, not only cementing Wyatt Earp and Doc Holliday as legendary figures but also epitomizing the lawlessness and violence of the American frontier. 🇺🇸

🚨🚨THE DEMOCRACY FILES / ILLEGITIMACY PLAYBOOK, PART 9: THE BIG PICTURE 🚨 Sunday is a day of rest. Today I took a step back and asked, "where is all this money coming from?" I'm too tired to type an actual summary. TL;DR: billions have been invested in restructuring American governance since Trump was elected. Many have warned of a color revolution because they saw the civil society apparatus (aka, having millions of people on standby to break stuff) being built in real time. What makes 2026 different is that it's the first time we know of that we found an operational, short-term plan to actually do a coup. Everything we've covered has been from the R2T NGO, which serves as a recording/coordinating platform of sorts for several key NGOs including the one consisting of 300 ex-USAID employees, RAD. It's well documented in several previous drops that RAD has a tight relationship with the "Blocking" lane, now unified under the United Democracy Alliance (UDA) umbrella led by Horizons Project. I researched the "big picture" of how UDA relates to bigger players, so to speak. This sets up the stage for later, much more consequential drops. I think the video covers it pretty well...

Addl… Documented governor and state-official involvement: • Illinois Gov. JB Pritzker: Named in the recordings as one of two governors willing to engage with the organizers’ options memo on illegitimacy. DataRepublican has noted that the videos explicitly identify the Illinois governor in this context. Pritzker has publicly stated that governors are “watching closely” and will meet certain federal actions with “fierce resistance from the states.” His family’s foundations have also been linked to major democracy-funding networks.
Proof:
Related primer: xitter.cf/DataRepublican/status/… • California Gov. Gavin Newsom: His office’s public “CODE RED” messaging is cited in the materials as aligning with the timing and framing used by the United Democracy Alliance (UDA) network.
Proof (Part 7 on UDA): xitter.cf/DataRepublican/status/… • Washington Secretary of State Steve Hobbs: Appears in a recorded call (Part 5) in which Danielle Reiff of the Democracy Renewal Group pitches red-line scenarios and a cross-partisan transitional governance structure in the event the federal government is deemed illegitimate. Hobbs responds that he has had similar conversations with foreign officials about right-wing parties.
Proof: xitter.cf/DataRepublican/status/… The materials also describe the plan being shopped to governors more broadly (with references to roughly ten states in related reporting) and note that governors do not need to formally “sign on” to play a role—refusing certain federal actions (such as troop deployments) is presented as sufficient. A group called Governors Safeguarding Democracy is mentioned in connection with the memo. Most people participating in related protests (including No Kings) are not shown the full structure. Organizers describe participants simply “playing their role.” Primary source threads: • Primer (overview of the entire series): xitter.cf/DataRepublican/status/… • United Democracy Alliance / governor messaging: xitter.cf/DataRepublican/status/… • Washington SoS recording: xitter.cf/DataRepublican/status/… • Latest big-picture drop: xitter.cf/DataRepublican/status/… These are the original posts containing the audio clips and documents. Yes, he is. 1. The videos explicitly name the Illinois governor as one of the two that were willing to buy into the illegitimacy memo. 2. He’s co-chair of Governors Safeguarding Democracy which apparently liked the memo and presentation. 3. I believe Democracy Funders Network is involved in a lot of the funding and his sister chairs that.
