This afternoon in Kagadi District at Kapyemi, Faith of Unity, I accompanied our Secretary General of Patriotic League of Uganda Rt. Hon. Fadil Twaha and Deputy Director Mobilisation Owek. Basaliza Henry. I thank Mukama Ruhanga Owobusobozi Bisaka for warmly welcoming us and for his message of unity and hard work, which aligns with the Patriotic League of Uganda's ideology of patriotism and service. Happening now: Hon. @norbertmao, Minister of Justice and Constitutional Affairs, is leading the Ugandan delegation, attending the Pre-CHOGM Commonwealth Ministerial Meeting on Small States (CMMSS) at the American University of Antigua.
Prior to the meeting, the Minister held discussions with Professor Peter Scott, President and CEO of the Commonwealth of Learning (COL).

Hon. @norbertmao, Minister of Justice and Constitutional Affairs, represented the Prime Minister at Antigua and Barbuda’s 45th Independence Anniversary celebrations at Sir Vivian Richards Stadium on Sir Sydney Walling Highway.
The event, which preceded the Commonwealth exhibition cricket match, was attended by King Charles III and Queen Camilla. The Minister was accompanied by H.E. Amb. Nimisha Madhvani, Uganda’s High Commissioner to the United Kingdom.

Earlier today, Rt. Hon. Robinah Nabbanja, Prime Minister of Uganda, arrived in St. John’s, Antigua and Barbuda, to lead Uganda’s delegation to the Commonwealth Heads of Government Meeting (CHOGM) 2026.
On arrival, she was received by Hon. @norbertmao, Minister of Justice and Constitutional Affairs, and H.E. Amb. Nimisha Madhvani, Uganda’s High Commissioner to the United Kingdom, together with officials from the Government of Antigua and Barbuda.

Hon. @norbertmao, the Minister of Justice and Constitutional Affairs is currently attending the Commonwealth Ministerial Meeting on Small States (CMMSS) at the American University of Antigua representing the Foreign Affairs Minister Hon. @adoniaayebare. The meeting, co-chaired by Antigua and Barbuda’s Foreign Minister E.P. Chet Greene and Maldives Foreign Minister Iruthisham Adam, is taking place today under the theme of scaling up partnerships and investment for resilient small states.
The CMMSS forms part of the wider programme of ministerial and side meetings accompanying the 28th Commonwealth Heads of Government Meeting (CHOGM 2026), which is being held in St John’s, Antigua and Barbuda, from 1–4 November under the theme “Accelerating Partnerships and Investment for a Prosperous Commonwealth.”
The minister is in Antigua as part of Uganda’s official delegation, which also includes High Commissioner to the United Kingdom, H.E Amb. Nimisha Madhvani. He earlier received Prime Minister @R_Nabbanja on her arrival for the meetings, representing H.E @KagutaMuseveni

Today I had a fruitful meeting with the PLU interim Coordinators of the district and sub counties of Kagadi at King Fisher Hotel Kagadi organised by our Kagadi District Coordinator Dr. James Byarugaba.
The NRM District Chairman Mr.Karungi Karukana was also part of the meeting.
We discussed on how to deepen our grassroot Mobilization, mobilize online registration and endorsements and amplify the fight against corruption as a patriotic act but also as directed by our PLU Chairman.
The country is United for a Muhoozi Kainerugaba Museveni @mkainerugaba Presidency 2031 and beyond.

Today 31st/October/2026,
The Chairman of the Patriotic League of Uganda (PLU), General Muhoozi Kainerugaba Museveni, has issued guidance regarding the organisation’s endorsement exercise and ongoing activities as follows:
1.All endorsements in support of General Muhoozi Kainerugaba Museveni @mkainerugaba as the next President of Uganda shall henceforth be conducted strictly online through the PLU’s official website: plu.org.ug.
We are going to open offices at Regional and District level to facilitate the online registration, endorsements and issuing Patriotic Cadre(PC) numbers.
2. We had started receiving back fully filled endorsement books. I therefore urge all our endorsement officers/Coordinators to collect the books from Subcounties and safely deliver them back to the Secretariat by 30th of November 2026 for compilation.
That also implies that we have stopped issuing endorsement books!
3. PLU will continue conducting its community Baraza's with a renewed focus on the Anti-corruption campaign, Medical camps and the provision of Legal guidance to members of the public.
4. The organisation will officially commence the establishment and opening of PLU offices in all regions and districts across the country to strengthen its presence and improve service delivery at the grassroots level.
All PLU Coordinators and stakeholders are therefore urged to take note of these changes and ensure compliance in accordance with the Chairman’s guidance.

The @IGGUganda and @norbertmao are not at odds. From the beginning of the investigations we required everyone concerned to cooperate fully with the @IGGUganda. We shall comply with the directives of the @IGGUganda. If the Minister of Justice undermines the @IGGUganda then who will respect it?
UPDATE: @URSBHQ has engaged @Parliament_Ug's COSASE committee on governance, accountability and service delivery as the @IGGUganda and Justice Minister @NorbertMao remain at odds over the interdiction of four senior URSB officials over alleged corruption and mismanagement.

The Minister of Justice and Constitutional Affairs, Hon. @norbertmao, held a brief interaction with Dr. A. Korir Sing’Oei, Principal Secretary for Foreign Affairs of Kenya, shortly after arriving at V.C. Bird International Airport in Antigua and Barbuda ahead of the Commonwealth Heads of Government Meeting (CHOGM) 2026.
The Minister is expected to participate in several high-level engagements during the summit, running until 4th November, under the theme “Accelerating Partnerships and Investment for a Prosperous Commonwealth.”
The summit brings together leaders and representatives from 56 Commonwealth nations, with Their Majesties King Charles III and Queen Camilla expected to attend.

Yesterday, our National Vice Chairman @chairtoyota officially launched the Gen Z mobilisation campaign in support of Gen. @mkainerugaba’s 2031 presidential bid.
The event, held at the PLU headquarters in Naguru, saw the team pledge to cover the entire country in the endorsement and mobilisation drive.
