Have a child in daycare? You may have seen this sign displaying Georgia's quality rating stamp outside. But what does it really mean?
A new investigation by the AJC found Georgia’s daycare rating system is flawed and can be misleading. Reporters uncovered hundreds of cases in which children were seriously harmed or put at risk at places the state said were quality daycares.
The state doesn’t reconsider or strip the star rating of daycares after it cites them for serious safety incidents, even when workers are arrested. Once a daycare receives its rating it can keep it for up to three years.

What makes a good daycare?
There are more than 4,200 licensed daycares in Georgia, so surely there is a way to stack them up and compare — or at least weed out the less savory ones.

Georgia's flawed rating system can mislead parents about daycare safety. Read the full investigation at The @ajc
Georgia created its daycare quality rating system to encourage daycares to raise standards and to help parents find the best care for their children. But an AJC investigation found the system is flawed — with hundreds of daycares being cited for seriously injuring or putting children at risk. Yet, state regulators called them quality places.
Georgia has a three-star quality rating program for daycares. One star's good, two stars are better, and three stars are reserved for the best daycares.
After analyzing a decade of safety data and speaking to parents, state leaders and other officials, we found at least 350 of these daycares were allowed to keep or increase their star rating after serious safety lapses — including a death.
A daycare star rating can bring in hundreds of thousands of dollars of taxpayer money, even if that place has a history of serious safety violations.
Amy Jacobs, commissioner of GA's Department of Early Care and Learning, told the AJC earlier this month that sweeping changes are planned for the Quality Rated program in 2027. The department intends to strip ratings from daycares that violate the rules or have a “major incident involving harm to a child,” Jacobs said.

The @ajc found that Georgia officials allowed 350 daycares to keep their star ratings after they were cited for seriously harming children or putting them at risk in the past decade.
In some cases, Georgia even awarded them additional stars.
