Rapid pace of innovation.
WATCH: Lieutenant General Whitney testifies on the speed of innovation the Ukrainians have achieved against Russia, and what lessons we can learn from their fight.
“Their level of innovation is out of this world.”

Fact 1: President Trump wants Ukraine to stop attacking Russian petroleum infrastructure.
Fact 2: President Zelenskyy wants access to U.S. targeting assistance to stop Russian missiles from being launched at Ukrainian civilians from inside Russia.
Fact 3: President Zelenskyy has agreed not to hit Russian petroleum in exchange for this targeting assistance.
Fact 4: President Trump can lower prices at the pump today by simply agreeing to this deal!
MR. PRESIDENT, PLEASE TAKE THIS WIN!

Today, our delegation is returning home after meeting with several foreign leaders, including President Zelensky in Ukraine. After years of war and atrocities unleashed by Putin, the Ukrainian people remain dedicated to the defense of their homeland.
Their cause is one that impacts every free nation, and their ability to innovate rapidly on the battlefield is inspiring. We will carry these insights back to Washington as we continue working toward an enduring, just peace.

For 251 years, the men and women of the U.S. Navy have defended our nation with honor, courage, and commitment. Mississippi is home to generations of Sailors who have served our nation with distinction, and to shipbuilders who helped build the world’s greatest maritime force. Happy birthday, @USNavy!

Had great discussions today with @ZelenskyyUa and @SenatorWicker, along with other defense and policy leaders on the challenges we face, our shared security priorities, and how we can strengthen our strategic partnership.
I am grateful to the U.S. congressional delegation – @SenatorWicker, @SenKevinCramer, @RepVeasey, and @RepDanCrenshaw – for being here with our people today amid virtually nonstop Russian attacks. Russia is not getting what it wants on the battlefield and is trying to make up for it through escalation. Throughout our entire meeting in Kyiv, the air raid alert remained in effect because of the threat of jet-powered “shaheds”. In the capital alone, and since the beginning of this month alone, the Russians have damaged two schools with these drones and struck bridges, energy, and other critical infrastructure.
We can only protect ourselves from this terror by working together, and we discussed how the United States can help save lives. Of course, we expect the Lindsey Graham Act to be implemented. This is a matter of political will, and it is now important to show leadership and fully cut off the financial flows sustaining Russia’s war machine. We also discussed other necessary steps, including expediting licensing for Patriot missile production. Ukraine is ready not only to produce ballistic missile interceptors for its own needs, but also to strengthen the United States and its allies through joint production.
I thank the United States for its unwavering support.

On this third anniversary of the October 7 attacks, we remember the victims of Hamas’ atrocities. We must never forget the innocent Israeli and American men, women, and children who were massacred and kidnapped three years ago today. America remembers. We will remain steadfast in our support for our Israeli allies.
It's imperative that our Navy has the submarine capacity necessary for America to remain a dominant maritime force. Today’s announcement unveiling a $6.6 billion investment in Anduril’s new shipyard in Maryland will support the production of numerous submarines over the next few years. This public-private partnership is helping to rebuild the American Arsenal while creating thousands of jobs for hardworking Americans along the way.
VENTURE DEFENSE: The Trump administration is tapping defense tech giant Anduril to build a 2-million-square-foot shipyard outside Baltimore in a $6.6 billion effort to fix one of the Pentagon's most stubborn industrial problems — the U.S. can't build submarines fast enough.
Anduril will invest $3.7 billion of its own capital to construct the facility at Sparrows Point, with the Navy spending up to $2.9 billion purchasing whatever the company successfully produces. The goal: break a production bottleneck that has left shipyards delivering roughly 1.3 Virginia-class attack submarines per year, well short of the Navy's target of two.
The facility is expected to add roughly 9 million labor hours annually — a 15% increase in submarine production capacity — and create more than 14,000 direct and indirect jobs.

Thank you @SenatorWicker. I am excited to continue working for our Sailors and Marines. I look forward to the confirmation process.
Now more than ever, we need the U.S. Navy to be the most effective maritime force in the world. Today, I had a productive discussion with Acting @SECNAV Hung Cao on the challenges facing our Sailors and Marines around the world. I look forward to working with him as we continue to strengthen our capabilities.

It was great to welcome German Defense Minister Boris Pistorius to the Senate today for a productive discussion. Our German partners have stepped up to increase defense spending and ramp up industrial base capabilities. This is exactly the kind of investment NATO needs at this moment. Any changes to our force posture in the region must be focused on successful deterrence against Russian aggression.

Big news for America’s defense startups: a SCIF in every state. The 2025 reconciliation bill provided funds to help the Pentagon build shared Secure Compartmented Information Facilities for the industrial base. @SASCGOP and @HASCRepublicans commend the Department for moving quickly to put these funds to work for American innovation and national security.

Putin’s failures in Ukraine have driven him to unprecedented aggression against NATO allies. This is deliberate escalation — an attempt to coerce NATO into abandoning Ukraine. It won’t work. Discussions about our force posture review in Europe must account for a wounded Putin lashing out.

Chairman Wicker Applauds Passage of Russia Sanctions bill Championed by Sen. Lindsey Graham:
“This sanctions bill will help save lives. It will make peace in Europe more likely,” said Senator Wicker. “I knew Senator Graham for 32 years. He was an accomplished lawmaker, but I can say clearly that this was his most profound achievement. By passing this bill, we salute his memory and continue the work he left us.”

Lindsey knew that strength produces peace and prosperity, and he believed the United States is the greatest force for freedom that mankind has ever known. Through every bill he introduced, every speech he gave, every statement he made, Lindsey ensured our allies knew our word was good and our enemies feared our resolve. Today, with the passage of the Lindsey O. Graham Sanctioning Russia Act, we honor his legacy and send a clear message to our allies and enemies alike: the United States will defend freedom around the world.

WATCH: @TimSheehyMT:
"We did not start a war with the Iranian Revolutionary Guard. They started with it us 47 years ago, and their attacks have gone unanswered for half a century. It's time to fix this problem and make sure another generation of Americans does not have to fight this murderous, savage adversary."
