The Cabinet Secretary for Energy & Petroleum, @OpiyoWandayi , EGH, today chaired a bilateral meeting between the Governments of Kenya & the Republic of South Sudan to deliberate on challenges affecting the implementation & operationalization of the Government-to-Government (G-to-G) petroleum import framework. The meeting provided an opportunity for the two countries to review the framework & address concerns surrounding its implementation, with both sides reaffirming the importance of a coordinated & predictable arrangement for the supply of petroleum products to South Sudan through Kenya. Speaking during the meeting, CS Wandayi reaffirmed the Government of Kenya’s commitment to supporting South Sudan’s petroleum requirements by leveraging the country’s ports, terminals, pipeline network, regulatory institutions & logistics infrastructure, once the agreed framework is fully operationalised. The framework provides for the coordinated importation of petroleum products for the South Sudanese market through Kenya’s petroleum infrastructure, with the objective of strengthening regional energy security, supply reliability and resilience. Under the proposed arrangement, petroleum products destined for South Sudan will be delivered on a Cost, Insurance and Freight (CIF) Mombasa basis, with products required to meet Kenya Bureau of Standards specifications & receiving-terminal requirements. Cargo quantities and delivery schedules will be subject to formal nominations, while independent inspection & quality verification will be mandatory. A key outcome of the bilateral meeting was the reaffirmation by the Government of South Sudan of its commitment to remain within the G-to-G framework. The South Sudanese delegation confirmed that it will initiate the process of formally revoking the earlier termination notice issued on the arrangement. The development provides clarity & reassurance to oil marketers, suppliers & other industry stakeholders who have made operational & commercial commitments based on the framework. The two governments further agreed that the existing G-to-G arrangement provides a sound basis for cooperation & that ongoing engagements should focus on addressing implementation challenges & strengthening the framework for greater efficiency & predictability. The two countries agreed to maintain close bilateral engagement & coordinated implementation to facilitate the smooth evacuation of petroleum products, enhance security of supply and deepen Kenya–South Sudan economic and energy cooperation. @SouthSudanGov @mop_ssd @kenyapipeline @EPRA_KE @KBCChannel1 @citizentvkenya @tv47news
