Mohmed Ahmad Abdulkarim and Nouman Essghir, both 24 and from Westminster, London, have been charged under Britain's National Security Act following an Iranian intelligence operation targeting RAF Fairford in Gloucestershire, a British airbase used by American bombers to strike Iran.
Abdulkarim is accused of assisting a foreign intelligence service believed to be Iran's, while Essghir is charged with conducting reconnaissance of the military base on August 22, filming its perimeter.
Prosecutors told a London court that a handler known as "Ali" directed five men to drive three vans containing petrol to the airbase on September 27. The men were instructed to abandon the vehicles after being told there was a bomb inside.
One of the men contacted police, triggering a major security operation and evacuations. Officers discovered petrol and electronic equipment but no explosives.
Abdulkarim received around £70,000 from the suspected handler and helped coordinate the operation.
The incident prompted the United States to withdraw its bombers from RAF Fairford. British authorities suspect Iranian involvement.
