City’s charges are all just charges based on technicality. What they did actually wouldn’t have severely changed the outcome of anything. Like loading up a dodgy stream. It’s illegal, but nobody thinks you should be punished for it. What City did may be illegal, but isn’t malicious. Just accounting things.
