ARRESTED: A man was arrested in Winchester, CA for abandoning his dog, named 'KO,' after the dog was thrown over razor wire at a cellphone tower. 'KO' was sent to an Animal Shelter, was not injured, & has been adopted by an Orange County woman who learned of the incident.
