MATLALA’S DRAFT AFFIDAVIT MAKES EXPLOSIVE ALLEGATIONS OVER SAPS MEDICAL TENDER Vusimusi “Cat” Matlala alleges: 🔴 Payments to former SAPS Deputy National Commissioner Shadrack Sibiya, followed by further alleged cash demands. 🔴 A cash handover to former Police Minister Bheki Cele. 🔴 Payments to other police officials and alleged attempts to influence the awarding and management of the Medicare contract. A payment to a former deputy minister of Public Works. 🔴 Manipulated financial statements and the alleged use of hired mobile medical units to make Medicare appear to meet tender requirements. 🔴 Alleged interference with his testimony before Parliament’s Ad Hoc Committee, threats against his family and the disappearance of cellphone communications. Matlala claims his former lawyer allegedly worked with Sibiya to manipulate his testimony to the Ad Hoc Committee. Matlala was seeking state-witness status or a plea agreement at the time of the drafting of the affidavit. The “deal” fell away. These are unverified allegations contained in a draft affidavit, not proven facts. The draft is NOT signed. -Extracts from the draft affidavit…
In the “Cat” Matlala proposed plea deal with IDAC that fell away a few months ago, Matlala makes a series of allegations relating to the controversial SAPS Medicare medical services contract. In a draft unsigned 25 page affidavit, he alleges widespread corruption involving senior police officials and political figures, including Lt Gen Shadrack Sibiya, former Police Minister Bheki Cele and others. Matlala claims he paid Sibiya substantial sums of money. Matlala further alleges that Medicare’s financial statements were manipulated to make the company appear operational before the tender was awarded. He claims that officials sought payments or employment benefits and that tender documents and due-diligence processes were manipulated. He says bank statements, WhatsApp messages, tender documents and potential witnesses could help corroborate his account. At the time, Matlala was seeking a potential benefit of a lesser jail term in exchange for cooperating with the state.

Why would any sensible policymaker prioritise a gas-to-power project in these circumstances? What is unfolding in South Africa’s energy policy is a tragedy. @NERSA_ZA @Eskom_SA @DOEE_ZA Let me break it down for you: Converting at an approximate EUR/USD rate of 1.12 and the fixed energy equivalence of 1 MWh = 3.41214 MMBtu, the European wholesale gas benchmark (Dutch TTF) rose from roughly €28/MWh (≈ $9.2/MMBtu) at the start of January 2026 to roughly €94/MWh (≈ $30.8/MMBtu) in late October 2026, an approximately 3.4-fold increase. These figures represent the European hub price and not the delivered cost of LNG to South Africa, which would additionally reflect shipping, regasification and contractual indexation terms. At the October hub price, a combined-cycle gas turbine operating at a heat rate of 6.8 MMBtu/MWh (HHV basis, ≈ 50% efficiency) would incur a fuel cost of approximately $209/MWh, equivalent to about R3.46/kWh at an exchange rate of R16.53/USD (9 October 2026). Because this excludes shipping, regasification, capacity charges and the efficiency penalty of mid-merit cycling, it should be read as a lower bound on the marginal generation cost.
European Natural Gas price. 1st of January: $28 Now: $93

Opaque governance has, as a general comment, been a major contributor to the widespread dysfunction in South Africa. Using the guises of "classified" or "confidential" or "top secret" document classifications shouldn't allow select persons to escape legal scrutiny. #governance – at Sir Lowry's Pass, South Africa

OLIVER TAMBO Memorial Lecture at @GIBS_SA : Justice Madlanga gave a powerful lecture last night. It was a privilege truly to meet him in the midst of greatness, ntate Mavuso Msimang. His key comment that will stay with me, "Tambo understood that custodianship is not ownership".

#2026ORTamboMemorialLecture [WATCH] Powerful and moving conclusion, Justice Mbuyiseli Madlanga tells the audience that 'unless something drastic happens, unless concrete changes come about with some urgency, unfortunately, underlying the understanding. So, I am not stating concretely in the sense that is where we are going. But I said, unless something drastic happens, and in the present trajectory, I do not see that is where we are going, but one can only hope that it will, unless something drastic happens we will hit rock bottom. And once we hit rock bottom, then we will have no option but to rise up."

Putin's diesel arrives in New York Nov 7 aboard the Agioi Fanendes: 40,000 tons, the first Russian fuel cargo since 2022. It's coming in on a Treasury license that sidesteps federal law. New York should refuse to be the loading dock for Putin's war chest. 🧵 1/5

In 1941, a Spaniard walked into the British embassy in Madrid and offered to spy on the Nazis. The British turned him down. So he went to the Germans instead, pretended to be a loyal fascist, and got hired as a German spy. His plan was to lie to them for the rest of the war. It worked better than anyone could have imagined. His name was Juan Pujol García. Before the war he had tried his hand at running a chicken farm and a movie theater. He had no spy training. What he had was a deep hatred of both fascism and communism after the Spanish Civil War, and an incredible imagination. The Germans gave him a codename, invisible ink, money, and orders to go to Britain and recruit spies. He didn't go to Britain. He went to Lisbon, Portugal, and made everything up. Using a tourist guidebook, maps, magazines, newsreels, and a British railway timetable from the library, he wrote long, detailed reports about life in England. Military movements. Morale. Ports. He'd never been there. He made mistakes. He didn't understand British money. He once reported that dockworkers in Glasgow would do anything for a liter of wine. The Germans loved him anyway. Then British codebreakers reading German messages noticed something strange. The Germans were hunting for a convoy that didn't exist, based on a report from some agent in Britain they'd never heard of. The British went looking for this mystery spy. They found Pujol. In 1942 they finally took him on and brought him to London. Now he had real help. MI5 gave him the codename Garbo, after the actress, because they thought he was the greatest actor in the world. Together with his British handler, Pujol built a fake spy network for the Germans. It eventually had 27 imaginary agents. Each had a name, a personality, a job, and a backstory. A Welsh nationalist. A Venezuelan student. A Greek sailor. Some of them recruited their own imaginary sub-agents. When they needed to explain why one agent had gone quiet, they killed him off. They even put a fake obituary in a Liverpool newspaper. The Germans reportedly paid a pension to his widow. Who also didn't exist. Then came D-Day. Hours before the landings, the British let Pujol send a message warning the Germans that the invasion was coming in Normandy. It was timed so it would arrive too late to matter, but it made him look brilliant. Three days later he sent the most important message of his career. Normandy was a trick, he said. The real invasion was still coming, at Calais, led by a huge army under General Patton. That army was fake too. But the Germans believed him. German forces that could have been rushed to Normandy were held back near Calais for weeks, waiting for an attack that never came. The Germans were so grateful they awarded him the Iron Cross. A few months later, King George VI made him a Member of the Order of the British Empire. He's one of the only people known to have been decorated by both sides of the war. After the war, afraid of revenge from surviving Nazis, he faked his own death from malaria in Africa and disappeared to Venezuela, where he lived quietly running a shop. For decades the world thought he was dead. In 1984, a British writer tracked him down. Pujol came back to Normandy for the 40th anniversary of D-Day and met veterans who had landed on the beaches. Some of them thanked him.
