Finland accuses the United States of delaying the delivery of Patriot missiles to Ukraine—missiles that have already been paid for by Europe. Finnish Defense Minister Antti Häkkänen has accused the United States of a lack of political will, which he claims is hindering the delivery of interceptor missiles for Patriot air defense systems to Ukraine—missiles already funded by European allies. He made these remarks in an interview with Euronews on November 6. According to Häkkänen, Ukraine is currently at a critical juncture regarding its air defense and requires every available resource. European funding has already been allocated; what is now needed is for the United States to authorize the release of stock from its own inventories and initiate deliveries. The minister urged Washington to honor its commitments, though he noted that he does not know the precise nature of the issue, nor can he identify who is specifically responsible for the delays. The matter was also recently raised by President Volodymyr Zelenskyy, who stated that Kyiv has been waiting nearly a month for U.S. Secretary of Defense Pete Hegseth to sign off on the transfer of interceptor missiles intended for Patriot and NASAMS air defense systems. To date, Washington has provided no official explanation for the delay. Meanwhile, according to a NATO source cited by Euronews, the Supreme Allied Commander Europe (SACEUR) is working to persuade seven NATO member states to transfer additional interceptor missiles to Ukraine directly from their own arsenals. These nations, however, are hesitant to part with portions of their stockpiles without guarantees that the United States will subsequently replenish them. Previously, Ukrainian Defense Minister Yevhen Khmara appealed to the countries of the "E5" group—Germany, the United Kingdom, France, Poland, and Italy—asking them to consider transferring 10% of their respective stockpiles of interceptor missiles for Patriot and IRIS-T systems to Ukraine, in exchange for future supplies intended to replenish their national arsenals. The situation is particularly concerning given that, according to Zelensky, Ukraine has received an average of only 12 missiles per month for its Patriot systems this year. This state of affairs highlights a contradiction that is becoming increasingly difficult to ignore: while European nations are willing to fund military supplies for Ukraine, the actual delivery of these items remains contingent upon political decisions and the willingness of the United States. At a time when Russia is intensifying its attacks on Ukrainian cities and energy infrastructure, delays in authorizations and hesitation among allies threaten to further undermine Kyiv’s ability to protect its population and its territory.
