With the announcement of a 3.6% Social Security COLA, it's worth noting that changes to COLAs have been proposed to help Social Security remain solvent.
Back in 2015, I argued for a progressive 3-tier COLA: increase COLAs at the bottom; retain the CPI-W in the middle; and use the chain-weighted CPI at the top.
Since then others, like @crfb, have proposed different (and probably better) progressive COLA adjustments.
Come the trust fund's exhaustion in 2032, Social Security will need to generate savings, and quickly. COLA reductions for high-income beneficiaries could do that.
