I am asking you to initiate an immediate review and investigation into why DCYF has opposed this placement without providing a valid, evidence-based justification. Despite meeting the requirements and demonstrating my ability to provide a safe, stable, and culturally appropriate home, DCYF continues to block this kinship placement. Their refusal is prolonging instability for a vulnerable child who deserves safety, continuity, and family connection. This situation raises serious concerns about whether established policies, placement protocols, and kinship-first practices are being followed. When DCYF rejects a qualified kinship caregiver without transparent reasoning, it undermines family rights and exposes the child to unnecessary trauma. Additionally, there is an active petition calling for the defunding or restructuring of Washington State CASA due to widespread public concern about the use of inaccurate information, biased assumptions, and alleged fabricated statements that have reportedly been used to block qualified kinship placements including mine. These concerns reflect a growing loss of trust in systems that are supposed to serve the best interest of children. For these reasons, we ask for your leadership to ensure: • A formal investigation into how this kinship placement was handled; • Accountability and transparency in DCYF and CASA decision-making; • Immediate corrective action if policies or procedures were not properly followed; • Strict adherence to Washington’s kinship-placement priorities; • Oversight of CASA practices where constituents have raised concerns about impartiality and accuracy. A child’s safety, stability, and connection to family should never be compromised due to agency bias, misinformation, or procedural failures. Your prompt intervention is essential to protect this child and restore trust in our state’s child-welfare system. I have already submitted a formal complaint with your office, DCYF oversight office & CASA oversight board. Their investigation will take time while my kin's safety and education continues to be at risk. Immediate intervention of her placement is needed while the investigations are ongoing. I have provided you pictures of the condition of the home where a DCYF social worker left this child a few days before Thanksgiving while there was a safer sanitary kinship placement available. Please help your constituents make sense of this logic. The current placement is 2 hrs away from child's school, the distance has created hardships hindering the ability to attend school regularly. Kinship home is only 30 minutes away from the child's school. DCYF completed kinship home assessment & interviews in August 2025 but have not issued their report to date. Recently the child's attorney hired a professional to do another home assessment at kinship home, which showed no concerns and recommended kinship placement. Senator Murray, I appreciate your statement regarding the President’s controversial pardon, and I agree with your position. 2 weeks ago you were notified of a petition to defund Washington State CASA because of discrmination and bias of minority kinship families. Your constituents are humbly rrequesting our help to save a child. Please look at the bathtub the child is forced to use daily. Ask to speak with this child & help her. DCYF & CASA are not doing what is in her best interest. Her attorney has fought for her to be placed with kinship but CASA keeps fighting against it using lies about kinship. Please help this child, she has had 3 placements in the last 3 weeks, her education has been negatively impacted significantly.
