Bhagawan Shiv got angry with him too for doing so. Also, Bhagawan Shiv is regarded as the most innocent god and that's why, He is known as Bholenath which means he has a very innocent, emotional, and yet the strongest character who easily provides boons to anyone. Did Ravana created Shiv Tandava Stotram? Maybe, but no scripture has mentioned this incident, It is not mentioned in Ramayana or any Puranas. It is most likely a folktale or maybe a mere rumor.
