How does @CSIR predict elections BEFORE counting finishes? Their model does not use opinion polls. It uses two things: 1) Historical voting behaviour 2) The order results come in. It clusters voting districts with similar characteristics and extrapolates - so with just 5% of results, they can project the rest of the country!
