Last night, President Trump signed the America First Trade Policy Executive Order, initiating a thorough review of all US trade policies. This action is anticipated to pave the way for the introduction of new tariffs and other trade-related measures. By April 1, reports from pertinent agencies are expected to shed light on the implications of this executive order. The list of investigated topics is broad - the impact of USMCA, alleged currency manipulation, the reciprocity of existing trade agreements, AD/CVD rates and policies, targeting countries for bilateral or sectoral trade negotiations, the de minimis exemption (321 program), discriminatory extraterritorial taxes, impact of trade agreements on federal procurement, the China Phase 1 deal, the results of the 4-year necessity review of the China 301 tariffs, whether further Section 301 investigations on China are warranted, legislative proposals to revoke China PNTR, reciprocity of China’s treatment of intellectual property rights, whether further Section 232 investigations are warranted and whether existing Section 232 product exclusions are actually effective, improvements to U.S. export control authorities, the connected vehicle rulemaking, the outbound investment EO and final rule, the impact of foreign subsidies on procurement, and migration and fentanyl flows from Canada, Mexico, and China. This report will justify the use (if required) of both Section 338 and Section 122 tariffs in the near future. Notably, President Trump said he intends to impose 25% tariffs on imports from Canada and Mexico as early as February 1. Standby for more today as I am sure there is more to come.
