The Uganda Law Reform Commission @ULRCUg has asked Parliament not to enact a law restricting use of Assisted Reproductive Technologies (fertility services) to only married couples, saying such a move would side line adults who wish to reproduce as single parents.

Akubu made the appeal while appearing before Parliament’s Health Committee that has started scrutiunising The Human Assisted Reproductive Technology Bill,2023 that was recently tabled by Sarah Opendi (Tororo DWR) in which the MP is seeking to enact the law that would regulate fertility clinic or services in Uganda. Opendi in her proposed bill wants the law to apply to a man or woman who seeks to use ART to obtain a child, and man and woman, seeking to jointly have a child where a man or woman or both the man and woman suffer primary or secondary infertility or health related challenges which affect the man or woman’s ability to reproduce. However, the Commission argued that the provision, if read in its current form seems to propose that the application for seeking fertility services must be a joint application, and if that isn’t what Opendi wants, then the application should read differently so that it opens it out to adults who want to get children.
