I thank EY Uganda for organising and inviting all key stakeholders for their Inaugural Tax Retreat 2026. At the retreat, I reiterated our ambition to grow Uganda’s tax-to-GDP ratio to at least 20% by the year 2030. Achieving this goal will require collective action, stronger partnerships and a shared commitment from all stakeholders to build a sustainable and resilient revenue base that supports Uganda’s development. I wish all the participants an open and fruitful dialogue over the next 3 days of the retreat.
Taxation is about more than collecting revenue. It should also help Ugandan businesses grow and remain sustainable. @URAuganda's @URA_CG highlighted the role of the tax system in supporting business growth and national development. #EYTaxRetreatUg #ShapeTheFutureWithConfidence

Congratulations, @kasi_fabian, on this important milestone. Knowledge is a powerful driver of individual growth, institutional excellence and national development. The knowledge and ideas from your book will equip leaders to shape a better future for our nation.
My heartfelt gratitude to everyone who joined us at Kampala Serena Hotel for the launch of 'Entrusted.' Last night was not just about a book. It was a moment to reflect on a simple truth that has guided my journey - Leadership is not owned, it is entrusted! From a humble beginning as a son of a mechanic, to the privilege of leading @CentenaryBank from 9th to 2nd position over 16 years, I have learned that titles fade, but stewardship remains. In ‘Entrusted,’ I share the values that carried me; preparation, discipline, humility, resilience and service beyond self. My hope is that it will speak to the next generation of leaders who understand that true impact is not measured by what we achieve for ourselves, but by what we build for others. Thank you for entrusting me with your time, your presence, and your belief in this story. #EntrustedbyKasi #Leadership #Legacy

I was honoured to join hundreds of delegates from 21 Commonwealth Association of Tax Administrators (CATA) member countries at the 46th Annual Heads Meeting and Technical Conference in Arusha, Tanzania. The conference provided a valuable platform to exchange ideas and explore how technology is reshaping tax administration, the power of regional cooperation, and the immense potential of Artificial Intelligence (AI) and data analytics in strengthening revenue mobilisation and improving taxpayer services. At URA, we remain committed to embracing best practices and strengthening collaboration to build an efficient and responsive tax administration that supports sustainable revenue growth and national development.

On 4 October 2026, the Uganda High Commission in Dar es Salaam, together with the Uganda Consulate in Arusha, hosted a dinner in honour of the Rt. Hon. Jacob Marksons Oboth, Speaker of the Parliament of Uganda, at the Grand Meliá Hotel, Arusha. The Rt. Hon. Speaker is in Arusha to attend the 153rd Assembly of the Inter-Parliamentary Union (IPU). The dinner was organised to congratulate the Rt. Hon. Speaker on his new role and warmly welcome him back to Arusha, this time as Speaker of Parliament, having previously visited the city in his capacity as Uganda’s Minister of Defence and Veteran Affairs. The evening brought together Members of Parliament, representatives of the East African Legislative Assembly (EALA), the Commissioner General of the Uganda Revenue Authority (URA), and other members of the Ugandan delegation. It was a warm and memorable occasion of fellowship and celebration, marking this important new chapter in the Rt. Hon. Speaker’s leadership journey.

It was a great opportunity for me to attend a one-week retreat of Board Chairpersons and CEOs of Government Institutions at NALI, Kyankwanzi. We committed to strengthening coordination, sharing information, and supporting one another to better serve our country and fulfil the mandates for which our respective institutions were established. We agreed to put national interest first in order to strengthen service delivery and contribute more effectively to Uganda’s development. The retreat concluded today with a closing ceremony officiated by the Prime Minister of Uganda, Rt. Hon. Robinah Nabbanja. United, we shall develop our country and serve our citizens better.

Today marks a remarkable step forward in Uganda’s tax administration. The move from TIN to NIN will help improve tax assessments, reduce revenue leakages, and curb tax evasion by accurately identifying the taxpayers. Unlike TINs, which could be duplicated or abandoned, the NIN is securely linked to an individual’s biometric identity, making it more secure and accurate in identifying the taxpayers. With NIRA having over 36 million citizens registered, and URA’s 5.7 million registered taxpayers, integrating the two registers presents a major opportunity to positively identify, clean and update the tax register. The exercise of updating the taxpayer register with NINs has now started, from next week, taxpayers are encouraged to visit the closest URA offices and update their tax profiles as we develop Uganda together!

🇺🇬 REVENUE ROSE BY SHS20TN. URA SAYS IT IS STILL SHS9TN SHORT OF WHERE IT SHOULD BE. A presentation to MPs puts collections at about Shs16tn in 2020 and Shs36tn last financial year. “We should now be collecting 45 trillion for Uganda to be able to progress,” the presentation says. That places its own benchmark Shs9tn above the latest collection figure. Watch here:

Thank you, Hon. Minister, for honouring our invitation and for the great support and guidance you gave at the engagement. We sincerely appreciate all the Hon. Members of Parliament who took time from their busy schedules to participate and share their views with us. The candid feedback, constructive criticism and open dialogue are invaluable to us. We shall continue the engagements the various Parliamentary Committees with an open mind and a commitment to listen, learn and make adjustments where necessary. We have taken note of the areas requiring improvement and will take deliberate steps to address them. The target to improve our Tax to GDP ratio from the current 14%, to at least 20% by 2030 is achievable, especially when we work together with all the stakeholders especially the Executive, Parliament and the Taxpayers.
Earlier today at the Uganda Revenue Authority (URA) engagement with Parliamentary committees, I called upon Members of Parliament to support efforts to broaden the tax base as Government seeks to raise domestic revenue, reduce dependence on borrowing and strengthen fiscal self-reliance. Government is targeting an increase in the revenue-to-GDP ratio from the current 14.7% to 20% by FY2029/30. I urged Parliament to support measures that bring more eligible economic activity into the formal tax system adding that The answer cannot simply be higher tax rates. We cannot achieve 20% by continuously taxing the same people more. Additional revenue should come from economic growth, broadening the tax base, formalisation, improved compliance, better administration of existing taxes, taxation of emerging economic activity and reduction of revenue leakages. I also linked domestic revenue mobilisation to Uganda’s US$500 billion economy ambition under the Tenfold Growth Strategy, saying the country cannot build that economy indefinitely on borrowed resources. I urged MPs to protect the tax base, support formalisation, digitalisation and information sharing, strengthen accountability and promote tax compliance.

During a co-creation workshop with TradeMark Africa and Trade Catalyst Africa, I thanked them for their continued partnership and financial support to URA. Their support has helped us make important progress in modernising Customs, including through the Uganda Electronic Single Window and One Stop Border Posts, making trade faster and easier. As we move into the next phase, I called on TMA and TCA to continue supporting URA’s efforts to introduce smarter technology, stronger border systems and better infrastructure. I also reaffirmed URA’s commitment to the digital transformation journey. Our goal is simple: to make it easier to do business, facilitate legitimate trade and build a more efficient Customs service for Uganda and the region.

Today, I hosted a team from the Nile Breweries Limited (NBL), led by Board Chairperson, Ms. Olive Lumonya, for a constructive engagement focused on strengthening our partnership in support of Uganda’s economic growth. We exchanged ideas on combating illicit alcohol and broadening the tax base within the sector. I appreciated NBL for its continued commitment to tax compliance and its open, positive engagement with URA. URA commits to listening and working closely with taxpayers to build a stronger and more effective revenue system.

I met  with British American Tobacco (BAT) regional and national leadership. I was happy to learn from them that improved URA enforcement operations against illicit cigarettes is beginning to bear fruit. We have intercepted and destroyed over 10 million illicit cigarettes in the last six months, and it has positively improved their sales. We agreed to continue with the close collaboration, and I assured them of URA’s commitment to safeguarding legitimate trade.

We sincerely thank you, Honourable Minister, for honouring our invitation and for taking the time to be with us. Your presence and message on integrity, professionalism and fairness were an important encouragement to our newly recruited officers as they begin this important responsibility of serving Ugandans and strengthening domestic revenue mobilisation. On behalf of the Uganda Revenue Authority, I extend our sincere appreciation to the Honourable Minister and the entire team at the Ministry of Finance, Planning and Economic Development for their continued support, guidance and partnership. Your collaboration remains critical to our efforts to build a professional, accountable and taxpayer-focused revenue administration. We, too, reaffirm our commitment to working closely with the Ministry and all our stakeholders to strengthen domestic revenue mobilisation and contribute meaningfully to Uganda’s development agenda.
I have urged newly recruited Uganda Revenue Authority (URA) staff to make integrity, professionalism and fairness the foundation of their work as Government pushes to strengthen domestic revenue mobilisation. I made the call at the pass-out ceremony of 174 newly recruited URA staff who completed a one-month leadership training at the Oliver Reginald Tambo School of Leadership. I told the graduates that their responsibility goes beyond collecting taxes, stressing that every interaction with a taxpayer should help build confidence in URA and Government. Every interaction with a taxpayer is an opportunity to build trust in URA and in Government. Revenue administration must be anchored in fairness, professionalism and integrity, urging the officers to use the information, resources and authority entrusted to them responsibly. I emphasized that their role goes beyond collecting revenue and have a responsibility to help build a culture in which Ugandans understand that paying taxes is part of building the country we all want. I also challenged the new officers to embrace technology and continuous learning while remembering that their ultimate responsibility is to serve Ugandans and urged them to remember that this is not the destination, but the beginning of a greater responsibility. The training comes as Government continues to pursue stronger domestic revenue mobilisation, with the broader objective of raising Uganda’s revenue-to-GDP ratio to 20%. Uganda’s economy has grown to Shs 250.4 trillion, but our tax-to-GDP ratio remains at about 14%. We must strengthen domestic revenue mobilisation and raise this to at least 20% to finance our development without excessive dependence on borrowing.

I engaged leaders of the Construction and Hardware Dealers Association (CHADA) to strengthen collaboration and advance tax compliance within the sector. Our discussion focused on the practical challenges businesses face in meeting their tax obligations and on identifying solutions that can make compliance simpler, more effective and sustainable. URA remains committed to supporting taxpayers through improved tax education, responsive services and constructive engagement, while building a stronger culture of voluntary compliance. I also commended CHADA members for being among the early adopters of EFRIS.

Today, I met with city landlords, led by their Chairman, Amb. Godfrey Kirumira, for an open and constructive conversation on tax compliance in the real estate sector. I acknowledged the sector’s critical contribution to Uganda’s economy. Beyond providing jobs, especially during construction, the sector creates a market for locally produced goods such as cement, steel and roofing materials, as well as financial, consultancy, insurance and other professional services. At the same time, I challenged the sector to address its low levels of tax compliance and the limited adoption of EFRIS. Today’s engagement was not about apportioning blame, but about speaking candidly with each other, listening and finding practical solutions. While some policies may need to be reviewed to make compliance easier and support constructive engagement on better laws, compliance with the law must come first. This dialogue marks a fresh start in strengthening our partnership, transparency and shared commitment to growing Uganda’s economy.
