To organise state to serve voters, you need to ensure no politician can be elected without majority support. That is the missing piece of the jigsaw.
Minority support politicians are only incentivised to serve the minority that elected them, at most.

Veto campaign is about formalising the sovereign position of the voter.
Currently, we are just junior partners at best, even though we pay for everything and live with the consequences of decisions made by a minority.

None Of The Above is a good idea, and should be implemented. However IMO the real problem is that when governments are not kept SMALL and LIMITED constitutionally, a democratic majority can still turn feral. That is a more important focus than fiddling around with how voting is done.
