🚨 Corruption is not just about money: it is about denying citizens the quality services they deserve.
For over 15 years, @WACSOF has championed the fight against corruption by promoting social accountability and empowering citizens to demand transparency and better service delivery. 🤝
🛣️🏥🏫 When funds meant for roads, health centres, classrooms and other public services are diverted or misused, the quality of services delivered falls short of what was planned. The greatest burden is borne by ordinary citizens who faithfully pay their taxes.
❌ Corruption is not only about taking a bribe. It is also failing to perform the public duty entrusted to you. It undermines development, weakens public trust, and deprives communities of the services they rightfully deserve.
⚖️ Fighting corruption is a shared responsibility. Both those who offer and those who receive bribes contribute to the problem. Together, we must choose integrity and active citizen participation to ensure public resources serve the public good.
Together, we can build a Uganda where public resources work for the people. 🇺🇬

ASSISTANT COMMISSIONER CHARGED OVER ABUSE OF OFFICE!
@AntiGraft_SH, working with @CID1_UG and @ODPPUGANDA, has arraigned Eng. Asaph T. Abenaitwe, the former District Engineer of Isingiro District, who is now an Assistant Commissioner at the Ministry of @Educ_SportsUg, before the Anti-Corruption Court on charges of Abuse of Office. He has been remanded until 15 October 2026.
The accused and others still at large allegedly committed the offence on various dates between 2022 and 2024 in Isingiro District, while he was serving as District Engineer and Project Manager of Isingiro District Local Government.
It is alleged that, in abuse of the authority of his office, he carried out an arbitrary act prejudicial to the interests of his employer, Isingiro District Local Government, by certifying payment of over UGX 614 million to M/S Prime Contractors Limited for the construction of eight (8) sealed roads measuring 7.09 kilometres in Isingiro Town Council under Contract No. ISIN560/USMID WRKS/21-22/00001/Lot 1.
He allegedly certified the payment knowing that the works had not been completed and that no Taking-Over Certificate, Defects Liability Certificate or Final Completion Certificate had been issued.
The arrest and arraignment follow the continued “Expose the Corrupt” National Campaign, spearheaded by the Minister of Local Government, Hon. @BalaamBarugahar, to strengthen accountability and address corruption in Local Governments.

MOFPED PLEDGES SUPPORT FOR LOCAL GOVERNMENT DEVELOPMENT PROJECTS
PSST @rggoobi has commended local governments for developing projects under the Public-Private Partnerships (PPP) framework, saying the proposals are well-informed and have the potential to generate revenue for local governments.
Dr. Ggoobi made the remarks during 43rd PPP Committee meeting where presentations on conceptualised local government PPP projects were presented.
“I am impressed that local governments can come up with these projects. They look well informed and have potential to generate revenue for local governments,” Ggoobi said.
He committed to ensure that @mofpedU secures funding for feasibility studies to assist in project development to bankability stage and final delivery.
“These are good projects that fit into our overall tenfold growth strategy and the National Development Plan," said the PSST.
The presentations covered proposed investments in education, waste management, markets, commercial facilities, sports infrastructure & staff accommodation among others.
During the meeting, a Shs 50 billion student accommodation project by Muni University was presented. The project will provide 2,000 beds, comprising 1,000 spaces for male students and 1,000 for female students. The University has identified over 3.2 hectares of titled land for the project.
Iganga Municipal Council presented a proposed Shs 12 billion waste processing plant to be established in Buluuza, Nakigo Subcounty. The facility will support waste collection, materials recovery, recycling, composting & re-manufacturing.
Kyotera District Local Government presented a proposed project for redevelopment of the central market under a build-operate-transfer model.
Bushenyi-Ishaka Municipality presented a proposed Shs 1.8 billion project to construct 66 lock-up shops around Ishaka taxi park under a build-own-operate-transfer model.
The projects are expected to mobilise private capital, create jobs, expand local services and establish long-term revenue streams for local governments.
Ggoobi said feasibility studies and further project preparation will be critical in determining their viability; bankability and to inform sustainability.
Beyond the 11 projects, the PPP Executive Director Jim Mugunga presented a report on highlights of ongoing efforts to strengthen the implementation of PPPs
Mugunga pointed out that the presence of clear guidelines; increased awareness and support are starting to produce results.
He said project preparation has been affected by inadequate funding for feasibility studies, limited resources under the Project Preparation Facility & rationalisation among others.
To address these challenges, the Executive Direct PPP Unit proposed increasing resources for project preparation, ring-fencing priority projects for quick delivery of results & operationalising the Project Development Facilitation Fund among others.
RT @AntiGraft_SH: FORMER TOWN CLERK MBARARA CITY CHARGED FOR ABUSE OF OFFICE!
This afternoon, @AntiGraft_SH, in collaboration with @CID1_U…
🔎 Accountability requires follow-up.
After several monitoring visits, our team, led by our ED @kakongea , made another visit to the Kalinzu Eco-Tourism Road in Kyamuhunga Sub-county, Bushenyi District.
📍 Years later, the road remains in largely the same condition documented during the @PPDAUganda engineering audit, despite recommendations to have the identified defects rectified.
We therefore call upon @MoLGUganda, @StateHouseUg @AntiGraft_SH @BalaamBarugahar @OPMUganda to follow up on this matter and ensure that the identified issues are resolved and value for money is realised.
@WACSOF, we remain committed to monitoring public projects and ensuring that citizens receive value from public resources. 🔎📋
📺 Below is media coverage by TV West in our local dialect for more information. 👇

🔎 Accountability, our core principle.
@WACSOF , we believe accountability is not just a principle we talk about - it is a practice we live.
@WACSOF, under her stride on social accountability, has been working with @PPDAUganda through Contract Monitors who lodge observations into the Contract Monitoring System (CMS). 🔎📋
Through this system, concerns raised by monitors are reviewed and followed up, with relevant institutions engaged at the local level and matters only escalated to @PPDAUganda when further intervention is required.
📍 One of the cases is the “Completion of tarmacking of Kalinzu Eco-Tourism Road” in Kyamuhunga Sub-county, Bushenyi District.
💰 In FY 2022/2023, Bushenyi District allocated UGX 252,201,400 for the tarmacking of the road. The contract was awarded to Rock and Dirt Solutions Ltd for a six-month project period starting in October 2022.
@WACSOF Contract Monitors visited the project in March 2023, followed by another monitoring visit in September 2023, and returned again in February 2024 to follow up on the progress and quality of the works. 👣🔎
During the monitoring process, concerns were raised regarding poor quality of works and delays in project completion.
📢 On 27 February 2024, WACSOF Contract Monitors formally raised a query through the CMS and escalated, seeking PPDA intervention.
🔍 With support from GIZ-SAC, @PPDAUganda subsequently conducted an engineering audit in March 2025.
The audit identified major technical concerns, including:
❌ use of materials that failed quality tests
🧱 Peeled surfaces
💧 Poor drainage system
⚠️ Poor contract supervision
🛣️ Other defects affecting the quality of the road works, poor application of bitumen etc
@PPDAUganda recommended that the district engage the contractor to rectify the identified defects and ensure that the works meet the required quality standards and specifications. 📋✅
📸 These are some of the images from the earlier monitoring visits, showing the concerns that prompted continued follow-up.

#Accountability #endcorruption #value4money – at Bushenyi, Uganda
🛡️ Fighting corruption is a shared responsibility.
🇺🇬 Article 17 of Uganda’s Constitution places a duty on every citizen to fight corruption, while Article 38 affirms citizens’ right to participate in governance through civic organizations and other peaceful means.
Yet accountability gaps remain. Schools have PTAs and School Management Committees, but challenges such as teacher absenteeism can still occur. This shows that oversight structures must be active, empowered and responsive at all times📚
@WACSOF , we strengthen social accountability by establishing Community Monitoring Groups across districts and sub-counties. We equip citizens with knowledge of their rights, responsibilities, and the law, enabling them to monitor public projects and engage duty bearers constructively. 🤝
Our experience shows that communities with active citizen monitoring have seen reduced risks of corruption and improved accountability. If government continues to strengthen its oversight systems while working closely with informed and organized citizens, corruption can be significantly reduced.
💡When citizens come together and act early to protect what rightfully belongs to them, public resources are safeguarded, corruption is deterred and communities receive the quality services they deserve.

📍 Ibaare Sub-county, Bushenyi District
WACSOF is participating in the Citizens’ Baraza organized by the RDC Bushenyi District, a platform that brings together citizens, leaders and government institutions to discuss the implementation of government programmes, strengthen accountability and improve service delivery. 🤝🇺🇬
🌱 Strengthening accountability is one of WACSOF’s core thematic areas. We believe that meaningful citizen participation, transparency and constructive engagement are essential to ensuring that public resources benefit the people they are intended to serve.
💡 One key takeaway from today’s engagement is that many government programmes are well-designed and have the potential to transform lives. However, implementation gaps and challenges along the delivery chain often prevent these benefits from reaching the intended beneficiaries.
📢 Call to Action
It is imperative that, as citizens, we actively participate in accountability processes by asking questions, reporting gaps, monitoring public services and engaging duty bearers constructively. Together, we can build a culture of accountability that leaves no one behind. 💙✨
