DfE have reviews guidance on SEND for school governors. It’s a thrill to see the SEND Governance Review guide still being shared, 7 years on from publication.

Fairly big caveat..
‘differing rates could also be down toacademies meeting pupils’ needs without formal identification of SEND, under-identification of SEND or delays in EHCP assessments caused by reduced local authority capacity in areas with fewer maintained schools’
A big difference in the likelihood of primary pupils having EHCPs in areas where most schools are run by local authorities, compared with the most academised areas, could be down to fewer pupils with SEND enrolling in academies, says @EduPolicyInst

No I’m afraid this is not one of the academy freedoms at all. All state schools are bound by the same admissions regulations and the same statutory duties in this regard. Perhaps we can have a chat about this?
If we believe the bedrock of an inclusive education is high quality teaching, then knowing your pupils’ start points and helping them progress at each stage of their education should do it.
Properly resourced specialists can help do the rest, in line with existing law.
The government must define what it means by 'inclusive education' and how it will be achieved, MPs @CommonsPAC have said in a report on the system for pupils with SEND

Resource bases are an interesting ‘answer’ to the issues re inclusion. They certainly aren’t new and there doesn’t appear to be an evidence base for their use.
Locating pupils with SEND in a space could help better deploy staff and resources but, it doesn’t feels like inclusion
With the government pushing for more inclusion in mainstream schools, one MAT CEO explains how schools can overcome some of the barriers to introducing SEND provision

Dyslexia is one of the most misunderstood and contested areas of SEND. Yet children who find reading and spelling challenging are routinely given that label.
@DamsonEd and colleagues explain here what we know, what we don't and where teachers can help.

With falling birth rates in some areas and councils being strapped for cash, the power to open new schools doesn’t seem significant.
The proposed combined ‘mega’ councils will not be able to deliver the levels of service our schools urgently need in the short-med term.
The government will legislate to allow councils to open schools again, end the automatic academisation of failing maintained settings and make academies follow reformed national teacher pay scales and conditions

So, is this a failure of school-based provision, the SEND system, accountability measures, or all three?
The report itself is far more nuanced and it’s positive to see greater attention paid to both transition planning and careers guidance.
Longstanding weaknesses across the SEND system are having a negative impact on young people’s transition to adulthood, warn Ofsted and the CQC

No more safety valve. A £986m scheme that has done nothing to support young people or made LAs any more sustainable.
Bravo 👏🏻
🚨 NEW: Labour sets out plans for further SEND reform, including:
£740m to create thousands of specialist places incl. in mainstream schools
A Neurodiversity Group to drive work on inclusion
No more Safety Valve agreements, pending whole-system reform

Education has an opportunity to pull together in pursuit of a system in which all children can achieve and thrive, writes @CSTvoice chief @LeoraCruddas

“schools have a huge list of interventions that they’re using, but very little reflection on how interventions are selected for particular pupils. It’s mainly trial and error”
So. Many. Times.
A new research review and toolkit highlights ‘haphazard’ and ‘poorly implemented’ SEND interventions, and some myths that need busting, as @JoVanHerwegen explains tes.com/magazine/teaching-le…
You seem to have forgotten adequate funding for schools and the public services which support them.

Q3. Which factor or factors drive education improvement?
Ans:
More specialists would be beneficial to schools and pupils. But the case for a named EP for each school doesn’t make sense given; differences in no. of pupils in each school, no’s educated out of area or at home.
What we need is better integration of specialists in schools.

It’s so disheartening to see these calls focus on the provision of Educational Psychologists, rather than the outcomes of young people.

Leadership collaboration on retention is certainly needed. But, if we want to keep good people in good work, we must not forget the fundamental importance of the employee-line manager relationship.
The quality of these relationships trumps all.
