CM Cunningham's staff directive sounds a lot like focused deterrence, and there's evidence it works. If Frey were consistent or operating in good faith, I'd think evidence like this would head off his opposition.

I originally posted some staggering Minneapolis Police Dept use of force stats, and a typical amount of anonymous white folks rushed in to explain that in fact Black people commit 70% of the crimes using all kinds of specious bits from shotspotter to FBI stats. This is a lie.
