No kidding the street was 6” of water straight across and cleared the two nearest drains and like 2 minutes later, clear

As I was crossing, driver in minivan on my right was fiddling with his phone. I said “put your phone away please”. As I passed in front he rolled down the passenger window and screamed at me across what I assume to be his wife. He still had the phone in his had.
