Russian ballistic missiles struck the grounds of a university in Kyiv and the area around it – effectively the campus, Kyoto Park, the area near a metro station, and residential buildings. The exact number of casualties is not yet known. But tragically, there are victims. There are people injured. Rescue operations are underway. There is extensive damage, and there are also reports that people may be trapped under the rubble. All emergency services are at the scene and doing their work – saving lives. The missiles hit very crowded areas, and there is not a single military facility nearby. This was a strike directly on the city, on its infrastructure. Unfortunately, there may be more strikes coming. The attack with “shaheds” is also continuing – against Kyiv and our other cities and communities.
And it is precisely under such circumstances, when the threat is constant, when strikes can come at any moment and target cities and villages directly, that artificial delays in providing air defense to Ukraine help terror. It is important that political agreements be implemented promptly at the team level. It is important that our partners understand that Ukraine needs the proper tools to destroy Russian ballistic missile launchers. This would be the most effective way to save lives. It is important that the world sees that Russia is showing nothing but a desire to kill and continue waging war. Ukraine must not be left to face this alone, and it is solely Russia’s fault that the war is still going on and people are still dying. Please take care of yourselves. All partners should stand with Ukraine – with the protection of lives.

The UN has appointed Russian diplomat Gleb Desyatnikov as Assistant Secretary-General for Mine Action and Police in its Department of Peace Operations.
The appointment places a Russian official in a senior UN role overseeing mine-action activities and police-related work within peace operations.
Ukraine is the most heavily mined country in the world after the start of the Russian full-scale invasion. Putting a Russian in charge of mine action is...well, it's hard to find a name for it.
According to sources cited by The Wall Street Journal, President Trump's administration has proposed former Hungarian Prime Minister Orbán as a candidate for UN Secretary-General.
The United States is reportedly counting on Russia and China to support the idea.
The Wall Street Journal notes that Washington not only supported the former Hungarian PM’s decision to enter the race but even suggested the idea to him.
According to a preliminary assessment, Orbán could secure eight votes on the UN Security Council "without much difficulty."
To receive an official recommendation, a candidate must secure at least nine votes from the Security Council's 15 members, with none of the five permanent members (the United States, Russia, China, the United Kingdom, and France) voting against (i.e., exercising their veto power).
Rumors of Orbán's potential candidacy could be part of the ongoing negotiations between the United States, Russia, and China.
Orbán is seen as a compromise candidate, combining loyalty to President Trump with close ties to Moscow and Beijing.
For Moscow, having its own person in the UN's top administrative position could mean pro-Russian influence within the organization's structures. During his time as PM, Orbán repeatedly criticized and blocked EU sanctions packages against Russia and opposed military assistance to Ukraine.
If Orbán becomes UN Secretary-General, Ukraine and Europe could face increased diplomatic pressure, particularly over sanctions and negotiations on Moscow's terms.
The Office of the UN Secretary-General sets the agenda and prepares official reports. It is possible that under Orbán, UN institutions could shift their focus away from documenting Russian war crimes and violations of international law and instead seek to obstruct the establishment of a special international tribunal and efforts to secure reparations from Russia.

27 years in prison for a 59-year-old man. This is russian “justice” in occupied Crimea.
Viktor Podvalny from Yalta was sentenced to 27 years for allegedly plotting attacks on russian-installed officials.
According to his brother, Viktor was tortured, beaten, strangled and drugged after his arrest. His captors even told him his wife was dead and his children had been taken to an orphanage.
His alleged “crime”? Opposing russian-installed rule in occupied Crimea.
His family is hoping for an exchange to bring him home. He must not be left to rot in a russian prison.

When negotiating with Russia, it is important to remember that Russia seeks to continue the war. Putin will therefore use any negotiations as a tool to prolong and legitimise its aggression.
This does not mean that diplomacy is unnecessary. It is essential, and Europe must be part of it. Europe must be at the table when European security is being discussed.
European leaders Stubb and Støre held a preliminary conversation with Putin, conveyed Ukraine’s position and reaffirmed their support for Ukraine.
According to Ushakov, Stubb and Støre conveyed Zelenskyy’s wish to meet Putin. In response, Putin suggested that the Ukrainian president come to Moscow. According to the Financial Times, Putin devoted much of the call to the history of the Slavs; an immediate ceasefire was barely discussed.
Whereas the United States previously presented a united front with Europe, economic agreements between Washington and Moscow — both those already reached and those planned — are now creating favourable conditions for Russia to continue the war. According to industry sources cited by Reuters, after Ukraine halted strikes on Russian oil refineries at Washington’s insistence, Russian crude processing increased by approximately 25% in the second half of October. Some export capacity was also restored. Russia is earning revenue, restoring production and drawing in commercial interests with a stake in maintaining trade.
Ukraine’s dependence on American technology makes it easier to pressure Kyiv over its military decisions. On 15 October, Reuters reported, citing officials, that the order to restrict Starshield had come from the White House. The restrictions hampered Ukrainian operations, including the interception of Russian drones; on 24 October, Kyiv reported that the system was once again operating at the required speeds. This dependence gives Washington leverage to influence Ukraine’s actions in the Kremlin’s favour.
Does Putin see Europe’s negotiators as a centre of power? So far, it appears that he does not, and that Russia plans to continue limiting Europe’s role in agreements on the architecture of European security. Europe’s limited participation leaves Moscow room to strike deals with Washington. The European Commission said that representatives of both the Commission and the European Council were expected to participate in the talks. Peskov insisted on a trilateral format for the meeting in Abu Dhabi, involving Ukraine, Russia and the United States. Kyiv could no longer confirm the meeting between Ukraine, the United States, the EU and NATO planned for 27–28 October in Brussels because of changes to American plans. Europeans therefore remain outside the decision-making process for now.
Keeping negotiations going serves Russia’s strategy of protracted war. New meetings, humanitarian arrangements and agreements in specific areas sustain expectations of peace while allowing Russia to extract concessions incrementally. Russia’s demands remain unchanged, Ukraine’s resources are being depleted, and the Kremlin shifts responsibility for the failure to reach an overall agreement onto Kyiv and the Europeans.
European diplomacy can constrain this strategy only through concrete decisions and support for Ukraine. What will matter is secured funding, military supplies, the preservation of Ukraine’s capabilities and stronger economic pressure on Russia. Without these decisions, the negotiating process will help the Kremlin replenish its resources for further aggression.

Giorgia Meloniová je prostě skvělá! 🇮🇹👏🏻
Matteo Salvini začal vykřikovat, že Itálie už nesmí posílat Ukrajině peníze a zbraně. Jenže narazil. Meloniová mu okamžitě zavolala a dala jasně najevo, že Itálie svůj postoj měnit nebude.
A Salvini? Najednou otočil a začal mluvit jinak.
Bravo, Giorgia! 🇮🇹🇺🇦

FINAL: SpaceX Blocked A U.S. And NATO Satellite to Assist a Russian Intercept After Crippling Ukraine's Air Defenses
New 5-page institutional brief & 60s 3D SGP4 orbital reconstruction with Craig Pirrong, Ph.D. @streetwiseprof | Data & Forensics: RAB @LibertyLynx
Pages 1-3 & 3D animation below; Pages 4-5 in Post 2; full 5-page PDF link in Post 3 🧵👇
As Craig Pirrong's counterfactual framework establishes: The Russian intercept is not the smoking gun. The failure to maneuver is.
1. The Sprinting Satellite Paradox & -96.64% Target Freeze (Page 1): Between Oct 13 and 24, 2026, Russian counterspace weapon COSMOS 2612 (68762) converted a 5-month, ~170 m/s co-planar trailing option into a 0.759 km sub-kilometer hold against U.S.-licensed radar satellite ICEYE-X36 (59103), which guides Ukraine's autonomous deep strikes on Russian oil refineries without SpaceX links, at the exact moment SpaceX throttled Ukrainian military Starshield terminals (-23.0% USF air-defense hits).
In June 2026 (with no Starlink alert), ICEYE-X36 defeated a Russian approach by dropping 0.500 km, generating 71.08 km/day secular drift (3.62 km/h in the sprint frame), exiting Russia's 3.0 km braking box in 49.7 to 60.78 minutes, blowing past Russia's 12 km or under onboard KTZ sensor in 3.31 hours, and causing a 103.7 to 118.5 km miss.
In October, as COSMOS 2612 fired a -2.2184 km (370.8x perched shock / 449.1x fit jump) burn to sprint 14.29x faster (400 km/day / 278 m/min), ICEYE-X36's evasion collapsed by 96.64% (to 16.8154 meters or less, P3 = 3.363%).
* Why? The Alert Itself Was the Weapon: SpaceX maintained a 0.401 km (0.711 km Oct 16) public GP collision alert via STARLINK-35856 (67013) despite holding internal v3/v4 forecasts 4.80x to 5.00x wider (1.925 to 2.003 km) and withholding autonomous Starlink clearance (M_Starlink = 0, W_X36 = 1, W_COSMOS = 0), legally freezing X36 under David Goldman's 2023 FCC Condition 16 (DA 23-797).
* Rational Russian exercise across a 363.7 km blind gap required ex-ante certainty of K = (E1, E2, E3). Across all 5 capability levers, SpaceX is the sole actor (N = 1): Posterior = 99.893% to 99.978% (Tier A floor; 1 in 3,748 to 17,841) and up to 99.999% (Tier B K-set).
2. Four-Way Tracker Blindness & What NRO/USSF Saw Live (Page 2):
* Public Catalogs (18th/19th SDS): Blind for 21.824 hours (363.7 km unobserved closure) on sprint (k6 to k7) and 19.385 hours on brake (k9 to k10, -382.71 km SGP4 delta).
* Russian Ground Radars (SKKP Krona/Okno): Bounded by Earth curvature at 541 km to a 22.8 degree (2,530 km) horizon cone, blind for 8 to 10 hours/day (80% to 94.5% of the orbit) with zero Americas/Pacific coverage.
* The Sole Unblinded Commercial Panopticon: Only SpaceX's Stargaze (31,000 star trackers, 40M+ daily tracks, 17M associated, 850 sightings/day, 7 to 15 min global custody / 99.73% 10-min hit rate) and sub-1-minute Space Safety portal (Appendix A & Section 4(b), with Chinese operators onboarded Oct 6 & 16) had real-time visibility across the blind gap, while NRO & USSF watch floors watched live on the classified High Accuracy Catalog (HAC / Space Fence / Vantor WorldView NEI), realizing 348 Starshield satellites in orbit (245 NRO spy satellites) sit on the same SpaceX bus.
3. Contracted Capacity Is Not Combat Availability & The 6-Way C2 Collapse (Page 3):
* Combat Output = Sensor Availability x Link Availability x Platform Availability x Permission Arriving Before Mission Window Closes (T_permission <= T_mission).
* The Two-Pronged Pincer: SpaceX weaponized FCC Condition 16 to freeze the Sensor Layer in orbit and a Commercial ToS ($500 liability cap) to blind the Transport Layer on the ground.
* 70-90 km/h Civilian Baseline vs. 4 Collapsed Alibis: Civilian Starlink in Ukraine was already capped at 70 to 90 km/h since Feb 2026 (S. Beskrestnov). The Oct 13-24 101 to 161 km/h gate hit DoD-contracted military Starshield links (-23.0% USF hits; Oct 19 Nova Vodolaha strike). Musk cycled through 4 contradicting alibis in 12 days (blaming DoD/POTUS Oct 14 -> ToS offensive loophole Oct 24 -> "sympathy for poor Russian conscripts" Oct 25 -> Russian ASAT/debris fear Oct 26), while resolving the exact same "weapon ToS" objection on U.S. LUCAS suicide drones in Iran via a 5x price hike ($5,000 to $25,000/mo)!
* COCO vs. GOGO ($8.8B+ Sign-Off Chain): Under Contractor-Owned, Contractor-Operated (COCO/OTA) deals signed off by Pete Hegseth, Stephen Feinberg, CTO Emil Michael, Lt. Gen. Philip Garrant, Gen. Michael Guetlein, Col. Ryan Frazier, Clare Hopper & NRO's Dr. Chris Scolese, taxpayers fund the satellites while SpaceX's civilian NOC retains 100% of the physical thruster and velocity kill-switches.
(Continued in Post 2: Pages 4 & 5: Statutory Breach Matrix, CTO Emil Michael's $7M-$35M OGE Clock, the $19.5B SpaceX Bailout Loop, Iran Round Two Magazine Depletion & Subpoena Schedule. Full PDF link in Post 3 👇) $SPCX $TSLA
