In April 2025, I told the Texas Senate: “In the real world, the sexual abuse of a child would be considered a crime to be reported to local law enforcement. But in a school setting, it’s considered a grievance that is investigated and adjudicated within a system that is designed to protect itself.” Today, federal prosecutors announced a $1 million settlement with Dallas ISD. Their allegation: the district never reported a teacher accused of sexual misconduct with minors. It put him on an internal “Do Not Hire” list instead, which allowed him to move on to another district, where he was eventually arrested and charged with multiple child-abuse offenses. U.S. Attorney Ryan Raybould: “DISD knew he was a problem, but they let him walk out the door to potentially prey on other students.” He also said: “This failure by DISD led to more child abuse.” The settlement now requires Dallas ISD to bring outside law enforcement into these cases. Now the U.S. Attorney’s Office is watching, and every North Texas district is on notice. Protecting children must always come before protecting institutions.
