NEW @CSETGeorgetown + @emergingtechobs piece! Does China's access to US semiconductor technology help the PLA develop and deploy military AI? After 3 years reading thousands of PLA procurement docs, @sambresnick and I say yes. Here’s how, and why it matters: 🧵/13

Proud to share this essay detailing @AnthropicAI's views on AI competition between the US and China. We outline what it is, why it matters, what policies are most important, and why now is a critical time to act.
We've published a paper that explains our views on AI competition between the US and China. The US and democratic allies hold the lead in frontier AI today. Read more on what it’ll take to keep that lead: anthropic.com/research/2028-…

A few weeks ago, I joined @AnthropicAI as a Geopolitical Analyst! So excited to join the team at an important juncture in the US-PRC competition in AI. We just published a paper that explains some of our thinking on that competition, why maintaining US AI leadership is critical to ensure the safe and responsible deployment of AI, and why the window of opportunity for policy action is now. Would love to hear your thoughts!

CSET's analysis leaves little doubt that the PLA is moving quickly to develop and deploy military AI systems. Strengthened restrictions on China's access to U.S. technologies may carry costs, but inaction also risks grave consequences for U.S. national security interests. 12/13

This is a preview of forthcoming research. @sambresnick is leading a much more comprehensive analysis of the PLA’s procurement of LLMs and chips. But felt important to comment on these issues given the ongoing policy debates in Washington. Link below! eto.tech/blog/pla-procuremen… 13/13

The math of modern warfare is changing. In the war with Iran, $20k–$50k Shahed-136 drones are forcing defenders to fire interceptors that can cost 5–100× more. Cheap systems are shifting the cost curve of air defense. Operation Epic Fury and Iran’s response to ongoing U.S. and Israeli attacks represent clear evidence that we are now in the era of precise mass in war, with the high-volume use of low-cost, increasingly autonomous (and sometimes AI-enabled) systems with high-accuracy guidance. In other words: there a lot more drones on battlefields today—but not the ones people remember from the global war on terrorism. More with @mchorowitz in @CFR_org, complete with amazing data interactives and visualizations put together by @PhilMcCausland and Austin Steinhart! cfr.org/articles/the-new-era…

My 6,800 words treatise of the history of Chinese open source! Whether you have been deep in open source your whole career or just starting to dabble in it, I hope there is something new here for everyone. One thing is for sure, Chinese open source did not come from nowhere, and certainly did not start from DeepSeek.
