Was Vineet Joshi the Education Secretary All Along? Vineet Joshi was removed as Education Secretary during the NEET paper leak crisis. His replacement, Naresh Pal Gangwar, faced a subsidy controversy. Now a new government order skips Gangwar entirely and names a successor to Joshi instead, as if the first replacement never happened. So who was actually running the higher education ministry these past three weeks? The government has not explained. Read the full story of @theprobeindia @premasridevi theprobe.in/education/was-vi…

STATEMENT OF 100 WRITERS AND ARTISTS OF INDIA EXPRESSING THEIR UNWAVERING SOLIDARITY WITH STUDENTS ACROSS THE COUNTRY . " We, the undersigned writers, and artists of India, express our unwavering solidarity with the students across the country who are demanding transparency, accountability, and comprehensive reforms in the conduct of public examinations. The repeated instances of question paper leaks and other irregularities have gravely questioned the integrity of public institutions. We are deeply disturbed by the reports of use of force against students engaged in peaceful democratic protest in different parts of the country, including at Jantar Mantar in New Delhi. In a constitutional democracy, the legitimate concerns of young citizens must be met with dialogue and justice, not by violence and intimidation. We call upon the Government of India and the concerned State Governments to take swift and stringent action against all those responsible for examination paper leaks and related malpractice. We also demand an honest dialogue with the students and an impartial inquiry into the incidents of violence against students and unwarranted use of force. We stand with the students of India in their peaceful struggle for justice, accountability, and a trustworthy examination system. We urge fellow writers, artists and thinkers from all parts of the country to come out in support of the demands of students to decide the future of our democracy. "

"One Nation One Election is sold as a simple fix — vote once, save money, end the permanent campaign. Look closer, and it isn't a scheduling reform at all. It's a rewiring of the federal compact. A former Chief Justice, a former Chief Election Commissioner, a public-policy scholar, a diplomat and several others have taken the ONOE bill apart, and what they found is buried in the fine print: ▪️ A mid-term voter's vote would be worth less than a full-term one — a model "found nowhere in the world." ▪️ The "policy paralysis" argument for ONOE is a myth — from a man who ran the Election Commission. ▪️ The 80% public support the government cites came from a form issued "only in Hindi and English." The real catch: ONOE would hand a government-appointed Election Commission the power to decide which states vote — and which wait." - @theprobeindia theprobe.in/elections/onoe-o… @premasridevi

At an event at the Constitution Club of India in New Delhi Saturday, a clarification came from former Chief Election Commissioner S.Y. Quraishi, who was one of the panelists. “I am not ready to go to jail because all of you will get bail… only I won’t, for obvious reasons,” he remarked. Citizens of India, Beware , the presumption of Citizenship has been inverted. For seventy-five years, the state presumed you were a citizen, and had to prove otherwise. Now the burden has been flipped onto you. No one at the conclave named that reversal more precisely than Dr Niraja Jayal, a scholar of Indian citizenship. The Constitution and the Citizenship Act of 1955, she reminded the room, were built on the principle of unconditional jus soli — citizenship by birth on the soil. Underlying it was something simpler still: a presumption of belonging. "The foundational conception of universal, equal citizenship in our Constitution," Jayal said, "was underpinned by a presumption of citizenship. That presumption of universal citizenship is being replaced, as we speak, by a presumption of universal alienage." Alienage — the presumption that a person is a foreigner until shown otherwise — was, in her account, the thread connecting a set of developments that are usually reported as separate stories. "It is the principle underlying the NRC. It is the principle underlying the SIR. It is also the principle underlying the latest salvo against passport holders." Each arrives dressed as something routine. "One day it is an amendment to the law on citizenship. Another day it is a new method for the routine task of revising electoral rolls. Yet another day it is a throwaway comment about whether passports constitute proof of citizenship or not. But all of these are tending towards the same purpose, the same objective — the presumption of alienage." theprobe.in/elections/sir-ci… @theprobeindia @premasridevi @consticonduct

The political rhetoric of a ‘Double Engine’ narrative ("having the same political party at both Center and the state guarantees maximum efficiency and development") is an assault on federalism. It falsely positions democratic deliberation, dialogue, and regional differences as obstacles to economic growth, says @AiyarYamini in her talk at the Conclave on Citizenship and Federalism at the Constitution Club, on Saturday. Other key points by Yamini: Federalism is Accommodation, Not Just Mechanics: Federalism is fundamentally a principle of political accommodation and restraint, rather than just a dry, administrative collection of institutional, procedural, or fiscal arrangements. Threat to Diversity: The core challenge to modern Indian federalism is an ideological push toward majoritarianism, which threatens the foundational democratic idea that citizens can hold multiple regional or subnational political identities while still remaining fully "one" as Indians. The Paradox of State Politics: While states vociferously demand rights and autonomy from the Union government, they are deeply complicit in practicing the exact same centralization within their own borders by refusing to devolve political power and funds to local bodies. Neglect of Local Grassroots Governance: Genuine democracy cannot be revived without empowering local governance. Currently, less than 3% of public spending happens at the local government level, representing one of the biggest flaws in India's democratic structure. Weaponization of Financial Mechanisms: The Union government has historically used centrally sponsored schemes to micromanage states. More recently, the Center has heavily increased cesses and surcharges (by over 20%) because these funds are not shareable with the states, effectively shrinking the divisible pool of tax revenues meant for regional devolution. The Dangers of a "De-concentrated" Grand Bargain: The 16th Finance Commission has introduced discourse suggesting a dangerous bypass: capping cesses and surcharges only if states accept a lower share of baseline tax devolution (below 42%), or even bypassing states entirely to fund local panchayats. This promotes a "de-concentrated" rather than a genuinely decentralized democracy. Widening Social and Economic Regional Inequalities: India faces unprecedented social and economic polarization across regions. Productive southern and western states are experiencing near Chinese growth rates (with per capita GSDP comparable to Indonesia), while labor-supplying northern states lag significantly behind (with GSDP closer to Nepal). The Conundrum of "Equity vs. Performance": There is an incredibly complex fiscal challenge in balancing the historic "equity principle" (ensuring all citizens, whether in Bihar or Kerala, get equal access to basic services) with the states' growing performance anxieties, especially as the 16th Finance Commission begins factoring a state's contribution to the national GDP into revenue sharing. Need for a State-Led Federal Dialogue: Because the current Union government lacks the trustworthiness to lead an authentic federal dialogue on explosive issues like representation and upcoming delimitation, the states themselves must lead the way. States need to initiate dialogues amongst themselves, build trust, and actively live up to federal principles internally by setting up their own State Finance Commissions. @bismil_prasad @gmukhopadhaya @seemay @tajmahalfoxtrot
