Roblox has cancelled their plans to remove all non-dynamic UGC heads from player inventories.
Non-compliant heads will still be taken offsale, but players will continue to be able to keep and equip them. Affected heads can be brought back on sale after being updated to have compliant dynamic functionality by its creator.

kinda glad seeing people talking about how burned-out/bored they are getting about overwatch as i've felt the same for the past few seasons, the game doesn't feel polished anymore and i get off after only like 4 games, even less now, because it's the same bundle of 10 characters-
the game needs a vast overhaul on match making and dare i say, all characters need numbers changed as a lot of them are broken, and perks add onto that as blizzard don't nerf the actual characters as much due to perks, they seem to rather just nerf the perks and call it a day.-
